On June 17, a source from the Department of Home Affairs of Binh Dinh province said that, implementing the Central's direction on reorganizing the apparatus and administrative units, Binh Dinh province is implementing a plan to pilot the operation of Party agencies, authorities, the Fatherland Front and mass organizations at the new commune level.
The goal is to research, learn from experience and promptly adjust appropriately, ensuring smooth operation of the apparatus when officially switching to the 2-level government model from July 1.
It is expected that from June 20, the Office of the People's Committee of Binh Dinh province will coordinate with the Department of Science and Technology to organize a trial operation of the 2-level government model in 58 new communes and wards. The testing activities focus on the operation of document management system software, receiving and handling administrative procedures at the new commune-level public administrative center.
In particular, unlike some localities that only select a few units for testing, Binh Dinh will deploy simultaneously in all 58 new communes and wards, because the infrastructure in the commune-level administrative units after the arrangement basically meets the necessary conditions for operation.
"This is a hypothetical operation, thereby being able to comprehensively assess, learn from experience, and promptly adjust errors to make the apparatus operate smoothly when switching to official operation from July 1," said the leader of the Department of Home Affairs of Binh Dinh province.
Previously, at the working session with key officials of 58 new communes and wards, Binh Dinh Provincial Party Secretary Ho Quoc Dung requested the Provincial Party Committee's Organizing Committee to urgently organize a pilot operation to implement the 2-level government model in new commune-level localities.
"The testing process of the newly granted model will be specifically evaluated. From there, a meeting will be held with all Secretaries and Chairmen of the new communes and wards to discuss and learn from experience, ensuring that when officially switching to the new model, the apparatus operates smoothly," Mr. Ho Quoc Dung directed.
