Hung Yen - The new Resolution of the Hung Yen Provincial People's Council on regimes and policies for village and residential group officials is creating more motivation for grassroots personnel.

Practical policies, creating a support for social security

The People's Council of Hung Yen province has just issued Resolution No. 12 stipulating titles, quantities and some regimes and policies for non-specialized workers and people participating in activities in villages and residential groups in the province.

Immediately after being passed, the resolution received the attention and support of grassroots officials because many new policies were assessed as practical and close to reality.

According to the resolution, non-specialized workers in villages and residential groups will participate in social insurance according to the provisions of the Law on Social Insurance No. 41/2024/QH15 and guiding documents for implementation.

For people participating in activities in villages and residential groups participating in voluntary social insurance, in addition to the support level according to the provisions of Decree No. 159/2025/ND-CP, Hung Yen province will additionally support 10% of the monthly social insurance contribution level calculated according to the poverty line in rural areas.

In particular, non-specialized workers in villages and residential groups and people participating in activities in villages and residential groups are supported 100% of health insurance contributions. In addition, non-specialized workers with university degrees or higher are also supported 0.5 times the basic salary/person/month.

The funding for implementation is guaranteed from the central budget and local budgets.

These policies are assessed to contribute to consolidating the network of grassroots cadres - the force that directly deploys the Party's guidelines and the State's policies to the people every day; participating in mediation, maintaining security and order, mobilizing people to build a cultural life, and implementing emulation movements in residential areas.

Grassroots cadres gain more motivation to stick with the area

Mr. Dao Dinh Bau - Deputy Head of My Hoa Residential Group, Thuong Hong ward - said that when he learned that the Provincial People's Council issued a resolution with many new policies for grassroots cadres, he and many colleagues were very excited.

According to Mr. Bau, although the work in the residential group is not full-time, the volume is increasing, from propagating policies and guidelines, grasping the population situation, coordinating to resolve arising cases to participating in local activities.

What we are most happy about is the policy on social insurance and health insurance. This is a very practical concern, helping people working at the grassroots level feel more secure when sticking to their work and have more long-term assurance" - Mr. Bau shared.

He also said that the province's additional support for voluntary social insurance participants will encourage more people to participate, contributing to ensuring social security when they reach retirement age. Along with that, the 100% health insurance support policy will reduce the cost burden, especially for those who have been attached to work in residential areas for many years.

Sharing the joy, Mr. Nguyen Van Nguyen - Head of the Front Work Committee of An Liem village, Tien Hung commune - assessed that the resolution shows the province's concern for the grassroots cadres, who are always close to the people, close to the people and directly participate in many tasks in the area.

According to Mr. Nguyen, in recent years, the requirements for village officials are increasingly high. Not only implementing front work, officials also participate in mobilizing people to implement movements, coordinate to solve arising problems, participate in building new rural areas, maintain security and order and strengthen the great national unity bloc.

These new policies this time are a great source of encouragement. When life and regimes are more concerned, we have more motivation to continue to contribute, spend more time on work at the grassroots level, and serve the people better" - Mr. Nguyen shared.
