Phase 1, the city will pilot in areas 1, 2 (Hoan Kiem ward) from July 1, 2026 to December 31, 2026. Area 1 is surrounded by 11 streets including: Trang Tien, Hang Khay, Le Thai To, Hang Dao, Hang Ngang, Hang Buom, Ma May, Hang Bac, Hang Mam, Nguyen Huu Huan, Ly Thai To. Area 2 is surrounded by streets: Hang Dau, Phung Hung, Trang Thi, Hang Khay, Trang Tien, Tran Quang Khai, Tran Nhat Duat.
At this stage, the city only restricts all vehicles at 7 pm - 12 am on Fridays, Saturdays, and Sundays in area 1 (walking area around Hoan Kiem Lake and night market). Priority vehicles according to regulations are still allowed to operate 24/24 hours.
Types of motorbikes and mopeds operating on the application software platform supporting transport connection (technology motorbike taxis, technology shippers...) will be encouraged to limit operations, not completely banned. Application software providers are responsible for implementing vehicle navigation on vehicle management and operation software.
For motorbikes and mopeds of people, the city encourages to limit the circulation of vehicles manufactured and imported before 2008, and motorbikes manufactured and imported before 2016.
At the same time, encourage the use of public and non-motorized vehicles, and encourage the conversion to green transportation.
Cars with 16 seats or more (except for buses, cars carrying students, cars carrying officials and employees going to work), are only allowed to operate outside peak hours.
In Zone 1, all road vehicles (including motorbikes, mopeds, cars of all kinds) are prohibited from 7 pm - 12 am on Fridays, Saturdays, and Sundays every week.
In addition to the prohibited hours in zone 1 as above, specific regulations from zone 2 inwards are implemented for each type of vehicle as follows:
For priority vehicles and vehicles with traffic permits from competent authorities according to the provisions of law, they are allowed to circulate in low-emission zones.
For motorbikes and mopeds using fossil fuels operating business on the application software platform supporting transport connection, the city encourages to limit operations. Application software providers implement vehicle navigation on vehicle management and operation software, vehicle conversion.
For motorbikes and mopeds using fossil fuels that do not operate business on the application software platform supporting transport connection, the city encourages the conversion to using public transport, unmotorized transport, vehicles using clean energy, green energy, environmentally friendly, vehicles meeting emission standards according to the roadmap issued by the Government and the city.
For cars using fossil fuels, cars carrying students, buses, and cars carrying officials and employees going to work, the city encourages the conversion of cars using clean energy, green energy, and environmentally friendly energy.
Cars with more than 16 seats (except for cars carrying students, buses and cars carrying officials and employees going to work) are prohibited from operating during peak hours (from 6am to 9am and from 4pm to 7:30pm daily), in case of operating during peak hours, it must be approved in writing by the City Police. The city encourages the conversion of vehicles using clean energy, green energy, and environmentally friendly, vehicles meeting emission standards level 4 or higher.
Cars with fewer than 16 seats and pick-up trucks, encourage the conversion to public transport, unmotorized transport, motor vehicles using clean energy, green energy, environmentally friendly, vehicles meeting emission standards level 4 or higher.
Common trucks with a total weight of less than 2 tons are only allowed to operate outside peak hours (peak hours morning 6am - 9am; afternoon 4pm - 7:30pm daily). Operating during peak hours must be approved in writing by the City Police.
Common trucks with a total weight of 2 tons to 3.5 tons are only allowed to operate from 9 pm to 6 am the next morning, outside the above time frame, and must be approved in writing by the City Police.
Common trucks with a total vehicle weight of over 3.5 tons are completely prohibited from circulating in low-emission zones.
Operating during peak hours must be approved in writing by the City Police.
For school buses, buses, and vehicles carrying officials and employees going to work, Hanoi encourages the conversion to motor vehicles using clean energy, green energy, and environmentally friendly.
For vehicles under 16 seats, pick-up trucks, the draft resolution encourages the conversion to public transport, unmotorized transport, and motor vehicles using clean energy, green energy, and environmentally friendly.
Trucks with a total weight of less than 2 tons are only allowed to operate outside peak hours.
Trucks with a total weight of 2 - 3.5 tons are only allowed to operate from 9 pm to 6 am the next morning. Outside the above time frame, they must be approved in writing by the City Police.
Trucks with a total vehicle weight of over 3.5 tons are only allowed to operate from 9 pm to 6 am the next morning. Outside the above time frame, they must be approved in writing by the City Police or the Department of Construction.

Phase 2, the city plans to expand the pilot program in areas 1, 2, 3 (Hoan Kiem, Cua Nam) from January 1, 2027 to December 31, 2027.
Specifically, for motorbikes and mopeds operating on the application software platform supporting transport connection, instead of restricting operations, the draft shows that Hanoi will ban circulation for fossil fuel vehicles in low-emission zones.
For motorbikes and mopeds of people, the city encourages to limit the circulation of motorbikes manufactured and imported before 2008 and motorbikes manufactured and imported before 2016.
At the same time, encourage the use of public and non-motorized vehicles.
Trucks with a total vehicle weight of over 3.5 tons will be completely banned from circulating in low emission zones at this stage.
Phase 3, implemented throughout the ring road from January 1, 2028 to December 31, 2029 and from January 1, 2030 onwards for motorbikes and mopeds operating on the application software platform supporting transport connection using gasoline vehicles, Hanoi will ban circulation.
For motorbikes and mopeds of people driving gasoline, Hanoi will ban traffic for vehicles that do not meet emission standards level 3 or higher according to QCVN 99:2025/BNNMT.
