Traffic police discovered a 23-seater passenger car carrying 48 people, the driver and car owner were fined more than 180 million VND, and had their badges revoked for 2 months.

On the morning of February 15, information from the Traffic Police Department (CSGT) - Ministry of Public Security said that, implementing the direction of the Director of the Traffic Police Department on strengthening inspection and handling of passenger transport violations during peak season, on February 14, 2026, the Traffic Police Department - Tuyen Quang Provincial Police received and verified information reflected on the social network Facebook, about a passenger car carrying a motorbike on the roof in violation of regulations.

Through verification, at 11:30 PM on February 13, 2026, at Km49+750 National Highway 2C (belonging to Tan Binh village, Son Thuy commune, Tuyen Quang province), driver H.V. K (born in 1987, residing in Vi Xuyen commune, Tuyen Quang province) driving a passenger car with license plate 23B-005. xx committed the act of carrying luggage and goods exceeding the outer dimensions of the car.

This act violates point e, clause 3, Article 20 of Decree 168/2024/ND-CP. The driver was fined 700,000 VND and deducted 2 points from the driver's license. Functional agencies are also continuing to verify and handle vehicle owners for the offense of handing over vehicles to employees to commit violations according to the provisions of Article 32 of this Decree.

At the same time as deploying inspections as directed, the Expressway Traffic Police Teams under the Traffic Police Department strengthened patrols on the route and discovered more serious violations.

Accordingly, at 6:10 pm on February 14, 2026, in the Km6 toll station area of the Noi Bai - Lao Cai expressway, Highway Traffic Police Team No. 1 (Room 6, Traffic Police Department) inspected a passenger car with license plate 18F-003. xx driven by D. V. H (born 1977, residing in Nam Dinh ward, Ninh Binh province).

The counting results determined that the vehicle was carrying 48 people while the vehicle was only allowed to carry 23 seats on routes with a distance greater than 300km.

For the above act, the driver was fined 37,500,000 VND and deducted 4 points from the driver's license. The vehicle owner, T-D Joint Stock Company, was fined 150,000,000,000 VND and had the right to use the "fixed route vehicle" badge revoked for 2 months.

The total fine for both drivers and vehicle owners is 187,500,000 VND. Functional forces have arranged shuttle vehicles to bring the excess passengers to the end of the journey, ensuring safety.

According to the traffic police force, during Tet, travel demand increases, many passenger cars operate at full capacity, there is a situation of overcrowding passengers, carrying goods in the passenger compartment or on the roof of the car, even when the car turns empty towards the city, it runs recklessly, speeding. These behaviors pose a risk of serious accidents.

Traffic police affirmed that they will resolutely and strictly handle violations and requested people to continue to provide information and images of passenger car violations to promptly prevent the risk of traffic unsafety.
