Proactively respond to a new low pressure that could strengthen into a tropical depression when storm No. 5 recently passed

The Ministry of Agriculture and Environment requires proactive response to low pressure areas that are likely to strengthen into tropical depressions.

The Ministry of Agriculture and Environment has just sent an official dispatch to the People's Committees of coastal provinces and cities from Quang Ninh to Lam Dong on proactively responding to low pressure areas that are likely to strengthen into tropical depressions.

The document clearly stated that according to newsletter No. XTND_16:00/DBQG_DBTT dated August 26, 2025 of the National Center for Hydro-Meteorological Forecasting, a low pressure area is currently operating in the sea east of the Philippines. At 1:00 p.m. on August 26, the low pressure area was located at about 15.5-16.5 degrees North latitude, 123.5-124.5 degrees East longitude; it is forecasted that in the next 24-36 hours, the low pressure area will move in the West Northwest direction into the eastern sea area of the North East Sea and is likely to strengthen into a tropical depression.

To proactively respond, the Ministry of Agriculture and Environment recommends that People's Committees of provinces and cities closely monitor warnings, forecasts and developments of low pressure areas that are likely to strengthen into tropical depressions; notify captains and owners of vehicles and boats operating at sea to proactively avoid and adjust production plans, ensure safety of people and property; maintain communication to promptly handle possible bad situations.

Prepare forces and means to deploy rescue work when situations arise. The agency seriously and regularly reports to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).

According to initial reports from localities, the damage caused by storm No. 5 is as follows:

- Regarding people: 03 dead (Nghe An 01, Ha Tinh 01, Ninh Binh 01); 03 missing due to flood swept away (Lao Cai 01, Tuyen Quang 01, Thanh Hoa 01); 40 injured (Lao Cai 02, Ninh Binh 20, Nghe An 02, Ha Tinh 10, Quang Tri 05, Phu Tho 01).

- Returning home: 17 collapsed houses (Lao Cai 02, Ninh Binh 05, Ha Tinh 09, Quang Tri 01); 24,999 houses with damaged roofs (Lao Cai 94, Tuyen Quang 21, Phu Tho 152, Thai Nguyen 97, Ninh Binh 437, Thanh Hoa 69, Nghe An 4,638, Ha Tinh 19,425, Quang Tri 66); 3,928 flooded houses (Thanh Hoa 2,023, Nghe An 776, Ha Tinh 1,129).

- Regarding schools with blown-off roofs and damaged: 247 schools (Tuyen Quang 01, Thanh Hoa 02, Nghe An 83, Ha Tinh 161).

- primary health facilities with blown roofs and damaged: 28 facilities (Nghe An 09, Ha Tinh 19)

- Cultural works, agency headquarters, commercial centers have their roofs blown off or damaged: 58 works (Nghe An 51, Ha Tinh 07).

- Regarding agriculture: Flooded, damaged 90.672 hectares of rice (Lao Cai 83, Bac Ninh 05, Ninh Binh 27,280, Thanh Hoa 3,126, Nghe An 27,833, Ha Tinh 29,443, Quang Tri 2,666, Thai Nguyen 12.3, Phu Tho 223.6); 9,589 hectares of crops (Lao Cai 8.2, Ninh Binh 200; Thanh Hoa 515, Nghe An 6,605, Ha Tinh 1,947, Phu Tho 112.4, Quang Tri 2015); 4,816 hectares of fruit trees (Thanh Hoa 31, Nghe An 452, Ha Tinh 4,329, Quang Tri 5).

- Regarding livestock farming: 11,510 livestock and poultry died and were swept away (Thanh Hoa 1,290, Nghe An 10,220)

- Trees of all kinds that were broken: 104,283 trees (Thanh Hoa 506, Nghe An 23,875, Ha Tinh 79,902).

- Area of fallen forest: 7,011 ha (Lao Cai 3, Nghe An 6,988, Thai Nguyen 20.

- Industrial trees broken and damaged: 8,505 hectares (Thanh Hoa 415, Nghe An 2,528, Ha Tinh 5,539, Quang Tri 23)

- Regarding seafood: 3,127 hectares were flooded and overflowed (Phu Tho 12, Ninh Binh 33, Thanh Hoa 1,218, Nghe An 1,311, Ha Tinh 538, Quang Tri 15); 93 cages were swept away and damaged (Nghe An 21, Quang Tri 72).

- Regarding ships: 82 ships sank, collided, damaged (Nghe An 27, Ha Tinh 55).

- Regarding irrigation: 3,850m of canals were eroded and washed away (Phu Tho 20, Thanh Hoa 500, Nghe An 3,330).

- Regarding traffic: 216 landslides occurred on traffic routes (Bac Ninh 02, Phu Tho 27, Thanh Hoa 103, Nghe An 76, Ha Tinh 04, Quang Tri 04) and local flooding of some traffic routes, overflowing 43 locations at (Bac Ninh 02, Thanh Hoa 41), 09 locations in Nghe An (causing traffic jams) and in 07 communes of Quang Tri province; 04 damaged culverts (Nghe An 02, Ha Tinh 02); 06 bridges damaged and washed away (Nghe An 02, Ha Tinh 04)

- Regarding the electrical system:

+ 03 500KV power grid incidents (orepaired 02/03 incidents); 04 220KV power grid incidents (orepaired); 2,651 broken power poles (Tuyen Quang 01, Lao Cai 7, Phu Tho 08, Thai Nguyen 17, Ninh Binh 51, Thanh Hoa 114, Nghe An 1,692, Ha Tinh 761); 48,188 m of broken power lines.

+ 1,559,254 customers are without power (Thanh Hoa 329,674, Nghe An 869,785, Ha Tinh 349,378, Ninh Binh 2,138, Phu Tho 2,607, Quang Ninh 5,110, Quang Tri 562)

Currently, localities are organizing to overcome the consequences and continue to review and synthesize damage data.
