On February 25, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan issued specific conclusions for each complaint case related to compensation due to the impact of projects, after a regular citizen reception in February.
Previously, Ms. Tran Thi No (residing in Nhon Binh ward, Quy Nhon city) complained and requested to be granted a plot of resettlement land affected by the project of Urgent construction of an anti-landslide embankment and upgrading the flood drainage system to prevent flooding downstream of the Ha Thanh river (abbreviated as the Ha Thanh River Anti-landslide embankment project).
On July 4, 2024, the Chairman of the People's Committee of Quy Nhon City issued a decision to resolve Ms. No's complaint, stating that Ms. No is not subject to land clearance and recovery within the project scope.
Ms. No arbitrarily built houses and works on the land under the project planning, violating State regulations in 2021 and 2023. Nhon Binh Ward People's Committee has drawn up a record of violations and conducted forced demolition. Therefore, Ms. No's request to be allocated resettlement land has no legal basis to resolve.
After listening to Ms. No's opinion, the Chairman of the People's Committee of Binh Dinh province directed the People's Committee of Quy Nhon city to instruct her in submitting a petition to clearly state her awareness of receiving illegal land transfers and illegal construction despite being forced many times.
At the same time, Ms. No needs to clearly state her wish to stabilize her residence and commit to ending the complaint. On that basis, the People's Committee of Quy Nhon City directed the inspection and verification of the circumstances to resolve the accommodation for Ms. No.
Regarding the proposal of Mr. Truong Anh Tuan, Ms. Nguyen Thi Viet and Ms. Le Thi Hanh's household regarding the request for compensation for an apartment (without collecting money) in the apartment reconstruction project at No. 8 Tran Binh Trong (Quy Nhon City), the Chairman of the People's Committee of Binh Dinh province assigned the competent authorities to review all documents and compensation for these households.
Previously, the recommendations of Mr. Tuan, Ms. Viet and Ms. Hanh were inspected by the Director of the Department of Construction and the Chairman of the People's Committee of Binh Dinh province, organized a dialogue and had many written responses.
After being resolved, the three households agreed to receive the support money and relocate and hand over the site for project construction. However, they continue to make recommendations on previously resolved issues.
In response to the petitions of these 3 households, Mr. Pham Anh Tuan pledged to have a solution. In case these three households still do not agree with the settlement results, they have the right to file a lawsuit with the People's Court for legal consideration.
"The provincial leaders and functional agencies always listen, consider and thoroughly resolve the legitimate requests of the people in accordance with legal regulations," Mr. Pham Anh Tuan emphasized.
