Reporting at the meeting, the project investor and the Provincial and Local Economic Zone Management Board said that the Cat Hai Bay Luxury Resort project has an area of over 139 hectares, affecting 298 households. Up to now, the locality has counted 192 households, but many households are not cooperating, causing difficulties in compensation and site clearance (GPMB).
The problems in site clearance are mainly related to compensation and resettlement policies for people whose land has been recovered. In particular, some projects apply inconsistent compensation and support policies, causing a situation of comparison among the people.

Permanent Vice Chairman of Binh Dinh Provincial People's Committee Nguyen Tuan Thanh requested Phu Cat District People's Committee and localities to closely review and determine the origin of the land.
"This is an important step to ensure transparency and legality in the site clearance process for the projects. The district needs to develop a detailed plan, a clear roadmap and assign specific responsibilities to each unit, ensuring smooth coordination, towards the goal of simultaneously starting projects in 2025", Mr. Nguyen Tuan Thanh requested.

Directing at the meeting, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan emphasized that investment projects in Phu Cat district are all important projects, the tourism face of the province.
"If a series of these projects can be implemented, the locality will develop strongly. At that time, the district has a budget revenue, and the people who relocate will also see their sacrifices rewarded. Therefore, the leaders of Phu Cat district must be determined and responsible for their homeland" - Mr. Pham Anh Tuan directed.
Regarding the problems of the projects, the Chairman of the People's Committee of Binh Dinh province pointed out that the local site clearance work is not really good. Therefore, the district must focus on handling 4 issues in the coming time: Land origin confirmation; people; implementation organization; sense of responsibility.
Mr. Pham Anh Tuan requested the Provincial Economic Zone Management Board to consider and completely resolve the problems and difficulties for project investors, and have a roadmap for each investor. Decentralize projects from the site clearance stage to the organization, implementation and implementation. At the same time, focus on monitoring and urging investment implementation.
"Phu Cat District focuses all its efforts on site clearance. Do the peak in the first quarter of 2025, do both Saturday and Sunday; the entire political system must get involved. From now until March 31, compensation for land acquisition and other necessary items must be resolved for projects to implement investment," Mr. Pham Anh Tuan suggested.
