In the last days of 2025, Cao Bang province is facing huge pressure: it is necessary to urgently disburse 3,687 billion VND of public investment capital to achieve the target of at least 95% of the annual plan.
In the context that the disbursement progress has only stopped at 62.2% (updated on December 19), in recent days, Chairman of the Provincial People's Committee Le Hai Hoa has had to issue 5 consecutive urgent directives, tighten discipline and urge the entire system to get involved.
Accordingly, by the end of December 19, the whole province had only disbursed 6,080 billion VND out of a total plan of 9,767 billion VND.
11 investor units have a disbursement rate of less than 50%. Standing at the bottom of the table is Quang Uyen commune with 28.8%, followed by Phan Thanh commune 31%, Nung Tri Cao ward 41.3%.
Not only at the grassroots level, many provincial-level departments and agencies are also "involved" in low rates such as the Department of Construction (0%), the Department of Home Affairs (4.6%), or the Department of Agriculture and Environment (5.6%).
In the 3rd week of December, although there has been an improvement with 479 billion VND more disbursed, the remaining volume is still a huge number: 3,687 billion VND needs to be "handled" before December 31st.
The documents issued by the Chairman of Cao Bang Provincial People's Committee all show that the key cause of capital congestion lies in site clearance (GPMB), especially at the Dong Dang - Tra Linh Expressway Project. In Tra Linh commune - where more than 1,030 households with 1.27 million m2 of land are affected - only 66% of the area has been counted. Quang Uyen commune also only reached 77% of the number of households counted.
Traditional "blockages" still exist such as thin and inexperienced commune-level personnel, slow progress in preparing compensation plans, lack of resettlement land funds, and the waiting and avoidance mentality of a part of officials.
Faced with the urgent situation, the Chairman of Cao Bang province directed units and localities to classify capital and thoroughly handle it: The Department of Finance was ordered to classify all 3,687 billion VND outstanding into 3 groups: (1) can be paid immediately within the year; (2) objective problems; (3) extended to 2026. This must be completed within 48 hours after receiving the official dispatch.
The Department of Agriculture and Environment must immediately dispatch specialized officials to support key communes such as Quang Uyen and Tra Linh. Site clearance work is transferred to a special peak period: working continuously, regardless of holidays.
The Chairman of the commune-level People's Committee must be directly responsible for the progress in the area. The Department of Home Affairs will assess the responsibility of the heads of low disbursed units. This result will be an important basis for ranking and arranging officials.
The State Treasury must process dossiers according to the peak mechanism, work continuously, and minimize the time for dossier rotation.
Although there has been a change, the remaining workload is extremely large. Chairman of Cao Bang Provincial People's Committee emphasized: "The Provincial People's Committee does not accept general reasons, does not allow delays due to subjective reasons".
Investors must report daily progress, the Department of Finance summarizes reports before 4 pm every day for the Provincial Chairman to directly monitor and direct.
Cao Bang's 3,687 billion VND disbursement race is not only a financial task, but also a measure of operating efficiency and the sense of responsibility of the entire system.
Success or failure will be decided in the last working days of 2025, with the expectation of not allowing budget capital to be congested, causing waste and affecting the prestige of the province's management.
