On December 16, according to Lao Dong, the Chairman of the People's Committee of Cao Bang province issued an urgent dispatch on accelerating the disbursement of public investment capital, capital to implement national target programs (NTPs) and the investment project to build the Dong Dang (Lang Son) - Tra Linh expressway under the form of public-private partnership (PPP).
The dispatch was sent to Directors of departments, branches and sectors; Directors of Provincial Project Management Boards and Chairmen of People's Committees of communes and wards in the province.
Disbursement of public investment capital has only reached 57.3%
According to the report on the disbursement of public investment capital by December 12, 2025, the whole Cao Bang province has only disbursed VND 5,600,505/9,767,358 million, reaching 57.3% of the plan.
In the period from December 6 to December 12, 2025, the total disbursed capital increased by VND 479,644 million, equivalent to 4.9 percentage points.
However, the Chairman of the Provincial People's Committee stated that with a very large remaining capital volume, the current disbursement progress has not met the high-level management requirements during the final water period of the year, posing a potential risk of not completing the assigned plan.
For capital implemented in national target programs, the disbursement result reached 739,607/1,254,973 million VND, equivalent to 58.9% of the plan. In the same period from December 6 to 12, 2025 alone, the whole province only disbursed an additional VND 39,005 million.
According to the assessment of the Provincial People's Committee, the progress of disbursement of CTMTQG capital is very slow, clearly reflecting the limitations in the organization of implementation at the grassroots level, which need to be promptly rectifyed in the remainder of the year.
Dong Dang - Tra Linh Expressway still has more than 1,600 billion VND that has not been disbursed
For the investment project to build the Dong Dang (Lang Son) - Tra Linh expressway under the PPP form, the disbursement result reached VND 3,863,583/5,492,480 million, equal to 70.3% of the plan. Thus, the remaining un disbursed capital is up to VND 1,628 billion.
Regarding site clearance in phase 2, although the measurement and adjustment of the map has been completed, the progress of counting and making estimates is still slow and uneven among localities. Specifically, Tra Linh commune has only reached about 15% of the area, while Quang Uyen commune has reached about 60% of the area.
The Chairman of the Provincial People's Committee requested relevant localities to focus on rectifying and directing more drastically, not to affect the disbursement progress and general goals of key projects.
To promote the disbursement progress in the remaining days of 2025, the Chairman of the People's Committee of Cao Bang province requested Directors of departments, branches and sectors; Directors of Provincial Project Management Boards; Chairmen of People's Committees of communes and wards to focus on the task of disbursing public investment capital; directly directing, monitoring and urging each project and each capital source.
In particular, the Director of the Provincial Traffic Construction Investment Project Management Board must be directly and fully responsible to the Chairman of the Provincial People's Committee for the progress of the Dong Dang - Tra Linh Expressway project, especially the disbursement and coordination of site clearance.
For Tra Linh commune alone, the Chairman of the Provincial People's Committee requested to concentrate all forces for site clearance in phase 2, urgently complete the counting, make estimates, and specific reports to each household and each location that is still stuck. In case of continued delay, the head of the Commune People's Committee will be considered for responsibility according to regulations.
The dispatch also stipulates a strict reporting regime, applicable until January 31, 2026. Accordingly, investors and the Project Management Board must report to the Provincial People's Committee on disbursement results before 5:00 p.m. every day; do not accept general, roundabout reports, avoid responsibility.
The Chairman of the Provincial People's Committee requested agencies, units and localities to seriously implement the Official Dispatch and take full responsibility to the Chairman of the Provincial People's Committee if they do not complete their assigned tasks.
