In the afternoon of September 16, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired a meeting, listening to a report on the performance of functions and tasks of the Department of Construction in the first 9 months of 2026; directions and tasks for the last 3 months of 2026.
42/51 traffic congestion points have been handled
Reporting at the meeting, Director of Hanoi Department of Construction Vo Nguyen Phong said that in the first 9 months of 2026, the Department was assigned a total of 2,268 tasks, completed 1,751 tasks, reaching 77.2%; and is currently implementing 517 tasks, accounting for 22.8%.
According to the Director of the Department of Construction, the transportation sector has handled 42/51 bottlenecks. The city has put into operation 10/10 flood prevention emergency works; supplemented 83ha of regulating lakes, about 15.89km of culverts and 26 pumping stations.
Regarding key projects, Director of the Department of Construction Vo Nguyen Phong said that Hong Ha bridge, Tu Lien bridge, and Tran Hung Dao bridge projects are being implemented. Some urban railway projects have also been started.
However, the Department of Construction determined that the progress of some key targets and tasks has not met the requirements; the volume of work in the fourth quarter is still very large.
Among the key tasks in the last months of the year, the Department will accelerate the progress of key projects, routes and urban railways; continue to handle traffic bottlenecks and flooding; develop housing, renovate old apartment buildings, renovate and develop urban areas, and manage technical infrastructure.
To complete the tasks for 2026, the Department of Construction proposed that the City People's Committee direct departments, branches, and localities to coordinate in removing difficulties in planning, site clearance, technical infrastructure relocation, and procedures for social housing development.
Converting mechanisms and policies into specific products
Concluding the meeting, Chairman of Hanoi People's Committee Vu Dai Thang emphasized that planning work is a particularly important task, because planning must go one step ahead to lay the foundation for implementing the next tasks, from project preparation, investment policy decisions to construction investment.
After the 100-year vision of the Capital's master plan is approved, the entire sub-level planning system needs to be urgently implemented to concretize the master plan. According to Plan No. 331, some plans must be completed in September, and the remaining plans must be completed in 2026.
Chairman Vu Dai Thang requested the Department of Construction to focus highly on this task, and at the same time proactively remove difficulties related to the number of consulting units, human resources with expertise in planning and planning capacity in communes and wards.
According to the Chairman of the City People's Committee, the effective implementation of the 100-year vision of the Capital's master plan requires the lower-level planning system to be synchronously completed. Otherwise, the master plan will be difficult to promote its effectiveness in practice.
Therefore, the Chairman of the City People's Committee requested the Department of Construction to focus highly, strengthen coordination with localities, provide guidance on expertise, procedures and data, thereby ensuring the completion of planning tasks on schedule.

Therefore, it is necessary to quickly implement and immediately transform mechanisms and policies into specific products and specific projects to serve growth," Chairman Vu Dai Thang emphasized.
Chairman Vu Dai Thang also requested the Department of Construction to pay special attention to groups of traffic projects and other important urban projects.
Among them are 7 bridges that the Project Management Boards are organizing to implement, along with housing projects and many other important works. These are all projects with very urgent progress requirements.
The Chairman of the City People's Committee cited an example, there are projects that have only implemented some initial tasks but require completion in July 2027.
