On the afternoon of May 8, the National Assembly discussed in groups the draft Law on Inspection (amended).
Speaking, delegate Pham Khanh Phong Lan (HCMC delegation) said that inspection work sometimes has to follow up on cases, not being up to standard, not meeting people's expectations.
The draft law currently proposes to change inspection levels, abolish inspection of departments and district levels. Thus, the remaining 2 levels, the Government Inspectorate and the Provincial Inspectorate, have to take care of all the remaining work.
With 10 years of experience working in the Department of Health, the delegate said that the Department of Health Inspectorate is only in the department, and the district only has the district's work and pharmacies.
" Meanwhile, the inspectorate only waits until there are complaints and denunciations, which will not be timely. It has been a long time since we have gathered forces to conduct interdisciplinary inspections, and if we go home at one time, who will be very limited in terms of expertise and spirit," said the delegate.
The delegate expressed concern that when the forces are concentrated in the province/city and then when there is an order to gather to inspect, it will take a lot of time and effort. Meanwhile, people rarely distinguish between inspection forces and inspection forces.
The delegate said that on May 7, he proposed to the City People's Committee to sign a penalty for a case of additive blending using expired ingredients with a fine of 3 billion VND.

The delegate emphasized how to make production and business units in the market always hover over the risk of being inspected and examined at any time, and be afraid of that.
Increasing independence and objectivity in inspection activities
Delegate Bui Hoai Son (Hanoi Delegation) emphasized that the reorganization of the inspection agency system helps increase independence and objectivity in inspection activities, especially in cases with negative signs, corruption or violations within the industry.
When no longer directly controlled by the governing ministry, inspectors will have more transparent and fair operating conditions.
The unification of management units helps reduce overlap between different inspection teams and audits, creating convenience for inspectors, especially businesses, organizations and individuals.
However, according to the delegate, when inspectors are separated from ministries, there may be a lack of information connection between inspection agencies and specialized management ministries.
Therefore, it is necessary to establish a clear, regular and close coordination mechanism between the Government Inspectorate and specialized ministries, ensuring information sharing, data, guidance documents as well as inter-sectoral professional support.
In addition, it is necessary to build a team of specialized inspectors at the Government Inspectorate with in-depth expertise, through seconding, rotating cadres from ministries to ministries, or periodically training specialized professional skills.
