Recently, the People's Committee of Lang Son province held a regular meeting in August (2nd session) chaired by Mr. Ho Tien Thieu, Chairman of the Provincial People's Committee.
At the meeting, delegates listened to and gave opinions on the draft Decision of the Provincial People's Committee on standards and norms for the use of specialized machinery and equipment and decentralization of management authority at agencies, organizations and units under the management of the province.
Regarding this content, the Chairman of Lang Son Provincial People's Committee basically agreed with the draft, and emphasized the need to supplement a complete list of equipment in the appendix to meet the requirements of performing the task.
The decentralization of authority to decide on purchases must comply with regulations, avoiding overlap. In particular, for communes that are often flooded, it is necessary to add a list of motorboats to serve natural disaster prevention, rescue and relief work.
Mr. Ho Tien Thieu requested the Department of Finance to urgently receive, complete the draft and submit it to the Provincial People's Committee no later than August 25, 2025.
The meeting also discussed the draft Decision to amend and supplement a number of articles of Decision No. 40 ( promulgated in 2020) on regulations on management of overseas visits of cadres, civil servants, public employees, and workers in Party, government, Fatherland Front, mass organizations, and armed forces agencies in the province.
Concluding this content, the Chairman of the Provincial People's Committee agreed to issue a new Decision to replace Decision 40, applied uniformly throughout the province.
The new regulation clearly states that only the Chairman of the People's Committee of border communes and the Head of the Management Board of Dong Dang - Lang Son Border Gate Economic Zone are authorized to send the unit's staff to the territory of Guangxi (China) to work.
The Chairman of the Provincial People's Committee requested the Department of Foreign Affairs to fully absorb comments at the meeting, complete the draft and submit it to the Provincial People's Committee in August 2025.
In recent days, heavy rains have caused local flooding in many localities in Lang Son province.
According to preliminary statistics, floods have affected more than 100 houses due to landslides and inundation; dozens of households have had to evacuate to safety. Agricultural production suffered heavy damage with hundreds of hectares of rice and crops flooded, many livestock and poultry were swept away.
