Recently, through press and television agencies, people in Vinh Thinh commune reflected on having to use dirty water from the mini water plant for more than 3 years. On April 1, the Department of Agriculture and Environment and Vinh Thuc commune authorities inspected the actual water quality at Dung Tien 2 Water Plant (managed and operated by Quang Sang Co., Ltd.). At the same time, listened to direct opinions from people, business representatives and local authorities; exchanged views on the operation process, difficulties and obstacles in clean water supply.
Immediately after the working session, the working group took water samples from a number of households and at the water supply tank of Dung Tien 2 Water Plant to serve the testing and assessment of water quality in accordance with technical regulations.
According to Vinh Thinh commune, test results will be an important basis for functional agencies to have timely handling and remedial plans, ensuring the rights and health of people.
Previously, in 2024, Lao Dong newspaper also had an article "More than 1,300 households in Hai Phong suffer from contaminated domestic water" reflecting people's petitions about the situation of domestic water supplied by Quang Sang Co., Ltd. suspected of being contaminated. Local authorities at this time also said that the locality has repeatedly received people's complaints about the situation of water supplied by Quang Sang Co., Ltd. not ensuring hygiene, and weak water pressure.
The inter-sectoral inspection team of Vinh Bao district (old) also took water samples and sent them to Hai Phong City Center for Disease Control to analyze the quality including 12 group A parameters according to the regulations in the local technical regulations on clean water quality used for domestic purposes in the city. By February 27, 2024, the City Center for Disease Control had a water quality analysis result sheet; 2 water samples of Quang Sang Co., Ltd. did not meet the standards according to the regulations in the local technical regulations on clean water quality used for domestic purposes with indicators exceeding the permissible limit: sample 242N (Coliform, E.Coli, residual chlorine); sample 243N (Coliform, E.Coli). For the above reason, Vinh Bao District People's Committee (old) issued Decision No. 422/QD-XPHC dated March 4, 2024, sanctioning Quang Sang Co., Ltd. with an administrative violation of 35 million VND.
