According to the report of Vietnam National Coal and Mineral Industries College, under the Vietnam National Coal and Mineral Industries Group (TKV), up to now, TKV's miners are very multi-ethnic, with 41 different ethnic groups.
Of which, Kinh ethnic group accounts for the highest at 35.6% and will gradually increase from 2023 to 2025; the second largest group is H'Mong ethnic group, accounting for nearly 20% and tending to decrease from 2023 to 2025; the remaining ethnic groups will maintain with little fluctuation.
Previously, most of the miners were from the provinces and cities of the Red River Delta and some midland and Central provinces.
However, in recent years, due to the many industrial parks, factories and enterprises appearing in provinces and cities, many miners have returned to their hometowns or have difficulty recruiting new human resources, because although their income in the countryside is lower than the salary of miners, they can live near their homes, and their working conditions are less risky and toxic...
Therefore, TKV has shifted its focus to recruiting miners in the northern mountainous provinces and partly in the North Central region and recently expanded to Quang Ngai and the Central Highlands.
According to the target assigned by TKV, attracting workers to work in the pit, Vietnam Coal - Mineral College is responsible for recruiting up to 80%, coal mining companies recruit 20%. However, in 2024, only 73% of the plan. The first quarter of 2025 recruited 31.6% of the annual plan (not quarterly).

Regarding recruitment areas: in Quang Ninh province, the highest rate and will increase gradually from 2023 to 2025; The Northern Delta region will maintain about 13 - 14%; The Northern mountainous region will decrease from 50% to 38%; The Central region will maintain about 10 - 11%.
According to the representative of Vietnam Coal and Mineral Industries College, the school's Party Committee has signed a Regulation on coordination in recruiting workers for underground mines with 34 district Party committees and 5 departments of labor, invalids and social affairs inside and outside the province.
District Party committees that sign annual coordination regulations can recruit from 60 to 80 workers to ensure quality. The school selected and proposed that TKV consider and support the construction of 9 social security projects in 9 localities using TKV's resources with a total support budget of 37 billion VND.
Mining and underground coal mining companies in Quang Ninh also always have close relationships with each locality, in order to seek human resources for miners. In which, Ha Long Coal Company is associated with Kim Son - Ninh Binh district, Mai Son - Son La district, Quan Ba - Ha Giang district.
The Mining Construction Company is associated with Hoang Su Phi - Ha Giang district, Bao Lam - Cao Bang district, Muong Nhe - Dien Bien district.
Nui Beo Coal Joint Stock Company is associated with Yen Chau - Son La district, Bao Lac - Cao Bang district.
