The above information is mentioned in the draft Resolution of the Ho Chi Minh City People's Council stipulating support policies for commune-level police forces and Police Stations in Ho Chi Minh City in the period 2026 - 2028, which is being consulted.
Currently, Ho Chi Minh City Police has 168 commune-level police units, including 113 ward police, 54 commune police and 1 special zone police; along with 10 Police Stations, including 1 Airport Police Station and 9 Industrial Zone Police Stations.
The payroll arranged at the commune-level Police is currently 12,661 people, accounting for nearly 48% of the total payroll of the City Police force. Meanwhile, the Police Stations have 108 officers and soldiers.
According to the Ho Chi Minh City Police, after organizing the 2-level local government model, the workload and responsibility of the commune-level police force have increased significantly. In addition to the task of ensuring security and order in the area, this force also has to undertake many administrative and professional tasks that were previously under the authority of the district-level police.
The commune-level police currently have to perform 15 groups of tasks with hundreds of tasks regularly and continuously. This is considered the leading force directly handling security and order issues at the grassroots level.
According to a survey by the Ho Chi Minh City Police, the average working time of a commune-level police officer is up to 127 hours/week, equivalent to about 18 hours/day, including Saturdays and Sundays. This level far exceeds the regulations in the Labor Code, in which working time does not exceed 10 hours/day and 48 hours/week.
Not only working at high intensity, this force also regularly performs tasks in a heavy, hazardous, and dangerous environment; working overtime, working at night to meet urgent security and order requirements but have not been entitled to overtime salaries or working at night.
In addition to the professional tasks of the police sector, the commune-level police force also participates in many tasks assigned by local Party committees and authorities in the fields of economy, culture, and society; supporting the effective operation of the 2-level local government model.
For the Police Station force, the main task is to advise the Director of the City Police to deploy professional measures, organize patrols, inspections, and combat maneuvering to prevent and combat crime and illegal acts.
From July 1, 2025 to now, the Police Stations under Ho Chi Minh City Police continue to quickly grasp the area, coordinate with professional departments and commune-level police to effectively implement the work of ensuring political security, social order and safety, fighting and preventing crime, and building a movement for the entire people to protect national security.
According to the Ho Chi Minh City Police, the proposal for a support policy of 5 million VND/person/month is to show Ho Chi Minh City's concern and companionship with the forces directly performing the task of maintaining security and order at the grassroots level.
This policy is also expected to contribute to encouraging morale, helping officers and soldiers to feel secure in their work, reduce life pressure, and limit the risk of negative developments in the process of performing tasks; and at the same time retain capable and experienced officers after the process of arranging the organizational structure.
