On August 13, information from Dong Nai City Police said that regarding the fire that occurred at Bien Hoa Trade (Bien Hoa market), the City Police organized a meeting to draw experience in fire prevention, fighting and rescue (PCCC and CNCH).
According to reports, the fire occurred at about 8:12 pm on August 5. However, at 8:20 pm, the Fire and Rescue Police force received a report about the fire. Immediately after receiving the information, functional forces urgently deployed vehicles and forces to the scene; at about 8:30 pm, firefighters arrived, organized reconnaissance, deployed fire fighting formations, cordoned off the area, controlled the fire and prevented it from spreading.
Through initial investigation, the cause of the fire was determined to be due to an electrical short circuit inside a kiosk on the ground floor of Bien Hoa Trade, causing the electrical wire shell to burn and then catch fire to goods (bamboo and rattan weaving, dry leaf decorations...) and then spread to adjacent kiosks.
Speaking to direct, Colonel Tran Anh Son, Deputy Director of Dong Nai City Police, praised the high sense of responsibility of the forces participating in firefighting and also requested units to seriously draw experience from the fire, especially the issue of receiving, transmitting and processing fire report information; emphasized that the period from when the fire occurred to when the Fire and Rescue Police force received the report and was present at the scene needs to be analyzed and specifically assessed to identify objective and subjective causes, thereby having solutions to overcome and prevent similar delays.
At the same time, the Deputy Director of the City Police requested to urgently investigate, verify, and clarify the responsibilities of each related individual and organization, from management, operation, ensuring fire prevention and fighting safety, detecting and reporting fires to the responsibilities of forces in the process of handling incidents; cases of violations must be strictly handled according to regulations, and at the same time clearly define the responsibility of the head.
At the meeting, opinions also proposed many solutions to improve the effectiveness of fire prevention and fighting work at Bien Hoa market in particular and establishments with high risk of fire and explosion in general; in which, especially emphasizing the strict maintenance of fire prevention and fighting safety conditions, improving the capacity of grassroots fire prevention and fighting forces, regularly checking electrical systems, fire alarm and fire fighting equipment; ensuring fire alarm information is transmitted quickly, accurately, and promptly when incidents occur.
