On May 12, Hanoi City Police held a Conference to deploy plan No. 109 of the City Police on adjusting and enhancing the effectiveness of the 141 force and evaluating the performance of the 142- force.
Reporting at the Conference, Colonel Nguyen Duc Long - Head of the Criminal Police Department of Hanoi Police - said that on December 6, 2024, the City Police issued Plan No. 289 on innovating, improving the capacity and operational efficiency of the 141 force in the new situation and deploying 54 Working Groups.
After 5 months of operation, from December 10, 2024 to May 10, 2025, the city's 141 forces have detected 131 cases of 393 subjects committing crimes against social order; 85 cases, 113 subjects related to drug crimes; 40 cases, 41 subjects transporting prohibited goods; goods of unknown origin; 6 cases, 6 subjects storing and transporting firecrackers...
Assessing the results of the activities of the 142- force, in the past time, the 142 working groups discovered a total of 342 cases with 562 subjects. Thereby, the incidents of "brokers", theft, pickpocketing, "pulling" ... in public areas have significantly decreased in terms of number of cases, nature, and extent, the subjects no longer operate in a gang-rap, rampant, blatantly public, causing public outrage. Security and order in public areas are basically guaranteed.
Concluding the conference, Major General Nguyen Thanh Tung - Director of Hanoi Police - requested units to seriously and effectively implement Plan 109, ensuring the correct goals and requirements set out closely with the practical situation.
Units need to carefully study and evaluate the operating rules of all types of crimes, especially " street crimes" in the area to advise the leaders of the City Police to develop plans and activities, focusing on complex routes and areas where subjects often gather and commit crimes, to achieve the highest results.
At the same time, advise the leaders of the City Police to issue a plan to prevent and combat crimes in public areas in accordance with the new organizational model, assign specific tasks to the Commune-level Police, ensure "clear people, clear work, clear responsibilities, clear content".
Commune-level police continue to maintain patrolling, controlling, and preventing and combating crimes according to topics, fields, and according to assigned functions and tasks, ensuring that no areas or fields are left vacant.
In addition, regular training is needed to improve professional qualifications, practice practical situation handling skills, and update new regulations for officers and soldiers of Working Group 141.
Every month, the force briefing must be held to evaluate the results of the task in the month, promptly point out the shortcomings, limitations and draw lessons learned; Proposing solutions to improve the quality of operation of the Working Group 141, contributing to helping the forces to coordinate closely, rhythmically, creating a clear effect in performing tasks in the area, and praising collectives and individuals with outstanding achievements.
Units must regularly rectify the style of officers and soldiers when performing their duties, especially the attitude towards the people; tighten discipline, discipline, resolutely prevent negative manifestations and violations of working processes to contribute to strengthening the people's trust, enhancing the image of the 141 force in particular and the People's Public Security soldiers in general - Major General Nguyen Thanh Tung emphasized.
