At about 12:00 on January 25, Mr. Thai Van Ninh (born in 1987, member of the Grassroots Security Team of hamlet 1) and Mr. Pham Van Thang (born in 1997), both residing in hamlet 1, Co To special zone, Quang Ninh province, while fishing in the Go Dong island area (Co To special zone sea area) discovered a boat drifting abnormally.
Approaching and checking, the two brothers discovered a young man in a state of unconsciousness, his head collapsed on the side of the boat, his body submerged in water. The victim is Mr. H.V.A. (born in 2002), residing in Zone 1, Co To Special Zone.
Immediately, Mr. Ninh and Mr. Thang took the victim to the raft, quickly moved ashore and reported to the Co To Special Zone Police to organize emergency services.
Upon receiving the news, the special zone police urgently coordinated with Van Don General Hospital - Co To facility to mobilize vehicles and medical staff to the scene, and were present at port area 1 to support bringing the victim ashore.
When brought ashore, the victim was in a state of unconsciousness, shortness of breath, unable to speak, chills, stiff muscles, hypothermia. After that, the victim was quickly transferred to Van Don General Hospital - Co To facility for timely emergency treatment.
According to information from Van Don General Hospital - Co To facility, up to now, Mr. H.V.A.'s health has gradually stabilized, his awareness is more alert and he is continuing to be monitored and treated.
Previously, at about 4 pm on January 24, 2026, during patrols and controls on the sea route, the Waterway Police Team (Traffic Police Department, Quang Ninh Provincial Police) received a report from the people about people having an accident in the Ti Top island area, in Ha Long Bay.
The victim was wrapped in the leg by the fishing boat's rudder, causing serious injuries. Upon receiving the news, the Riverine Police Team urgently deployed a motorboat and three officers and soldiers to approach the scene, bringing the victim ashore for timely emergency treatment.
