Students "go to school in confusion
In July 2025, the Ministry of Education and Training suspended 12 majors of master's and bachelor's degree training of Kinh Bac University (Vu Ninh ward, Bac Ninh province), and administratively fined 360 million VND.
However, for many months, classes at Kinh Bac University have still taken place, but the learning atmosphere is very different. On the corridors, groups of students exchanged with questions full of concern about rights and the future: "Is a diploma valuable?", "Is there any place to receive a transition?", "When will it stabilize?" those are the common feelings of learners.
Thu Lan, a final year student majoring in English Language, registered for 3 subjects this semester, but 2 online subjects and only one direct subject with a student population of less than 20 students. About half of her classmates have dropped out of school or are looking for ways to move to another place. Lan said: "I don't know how to transfer schools to still be recognized for the past 3 years of study, so I have to continue going to class".
Many other students also fall into a similar situation, they face difficult choices: Staying to study in a precarious situation, or finding another facility even if it leads to studying again from scratch. With tuition fees of tens of millions of dong each year, parents and students clearly feel psychological and financial pressure.
Many students said that they have contacted the school many times, but have only received general answers, lacking specific guidance.
Not only that, many students said, "currently I don't know who the current board of directors is", because there are currently two websites with the same name Kinh Bac University (Bac Ninh province), but the content of the board of directors is different.
Website daihockinhbac.edu.vn only introduces Assoc. Prof. Dr. Nguyen Van Hoa as principal (no vice-principal); website truongdaihockinhbac.edu.vn only introduces Dr. Pham Ngoc Truc and M.A. Dao Thi Bich Thuy as vice-principals (no principal).
Prolonged ownership dispute
The turmoil at Kinh Bac University originated from internal conflicts lasting for many years between shareholders and project leaders.
According to the recent appellate judgment of the High People's Court in Hanoi regarding the dispute over the right to legal representation and management rights at Chan - Thien - My Co., Ltd. (the investor of the school project), many internal decisions and management have been overturned.
The dispute originated from a conflict between Mr. Doan Xuan Tiep - founder and Chairman of the School Council for the 2020 - 2025 term and Ms. Nguyen Thi Tuyet Hong (Mr. Tiep's ex-wife), formerly a shareholder holding 40% of the company's contributed capital.
After the divorce, Ms. Hong was accused of arbitrarily using two self-engraved seals and issued a decision to dismiss Mr. Tiep from the position of Chairman of the School Council without complying with the procedures and authority according to the Law on Higher Education and the school charter.
A key point of the judgment is the existence of two "parallel" seals in the operations of the company and the school - one legally registered seal, and two seals carved by Ms. Hong herself. The court affirmed that only legal seals have legal value, self-carved seals are not recognized, and the documents based on them are invalid. The existence of these two seals has led to a series of conflicting management documents, causing suspension of operations and training.
Recently, Bac Ninh Provincial Police issued a decision to cancel all official seals of Kinh Bac University after the inspection process, because it violated regulations on seal management according to regulations.
An official of Kinh Bac University informed Lao Dong Newspaper that on November 18, the High People's Court in Hanoi issued an appellate judgment for the dispute over the right to legal representation and management rights at Chan - Thien - My Co., Ltd. and Kinh Bac University.
Accordingly, the Court confirmed that Mr. Doan Xuan Tiep continues to be the legal representative of Chan - Thien - My Co., Ltd., with full rights to manage and operate the business; and is also a representative of investors and Chairman of the Council of Kinh Bac University for the 2020-2025 term. At the same time, the Court requested investors and Chairman of the Founding Council of Kinh Bac University to organize meetings to restructure the University Council, ensuring compliance with the law on university governance.
