On June 30, 2025, the Ministry of Public Security issued Circular No. 51/2025/TT-BCA amending and supplementing a number of articles of Circular No. 79/2024/TT-BCA on the issuance and revocation of registration certificates and license plates for motor vehicles and specialized motorbikes.
Accordingly, from July 1, 2025, individuals and organizations can carry out vehicle registration procedures at any commune-level police station in the same province or city, regardless of their place of residence.
6,582 new vehicle registration records in the first two weeks of July 2025
Implementing the direction of the Ministry of Public Security and Hanoi City Police, in the past time, the Hanoi Traffic Police Department has organized professional training for officers and soldiers working in vehicle registration in the CATP.
At the same time, this unit has deployed a vehicle registration software system at the commune-level police. At the same time, thoroughly grasp the requirements of a sense of responsibility and attitude of serving the people in performing their duties.

From July 1 to July 15, 2025, Hanoi has conducted 6,582 new vehicle registration applications, including 2,873 cars and 3,709 motorbikes.
Of which, the Hanoi Traffic Police Department received and processed 1,709 car registration applications and 179 motorbike registration applications; the commune-level police received and processed 1,164 car registration applications and 3,530 motorbike registration applications.
In addition, there were 161 cases of registration for auctioned license plates conducted at the Hanoi Traffic Police Department.
The Hanoi Traffic Police Department assessed that decentralizing the registration and issuance of vehicle license plates to the Commune-level Police is a big step forward in reforming administrative procedures, contributing to improving service quality, creating maximum favorable conditions for people.

Officers and soldiers are ready to increase overtime work
On July 16, it was noted that at the headquarters of Giang Vo Ward Police, many people were present to carry out vehicle registration procedures.
Declaring information in advance on the Public Service Portal helps people complete procedures quickly, without taking much time when coming to work directly.
Mr. Doan Vinh Quang (residing in Giang Vo ward) shared that as soon as he entered the check-in room, he saw the enthusiasm of the officers and soldiers. In addition, the workspace is spacious and fully equipped with means to serve the vehicle registration work.
"I came to do the procedures to reissue the license plate and was very satisfied. The procedures are clear, the staff is friendly, and do not take much time, said Mr. Quang.

Statistics from Giang Vo Ward Police show that from July 1 to July 14, 2025, this unit received and processed 97 vehicle registration records.
Of which, there are 4 cases of new car registration, 70 cases of new motorbike registration, 8 cases of name transfer, 2 cases of issuance and exchange, 8 cases of re-issuance, 4 cases of revocation and 1 case of confirmation.
All 100% of documents are conducted through the Ministry of Public Security's Public Service Portal.
According to Lieutenant Colonel Do Sy Dung - Head of Giang Vo Ward Police, the unit has arranged a convenient location, fully prepared equipment and communication lines to effectively implement administrative procedures right from the first days of decentralization.
"Cadres and soldiers are ready to increase overtime and day off to best serve the people," said Lieutenant Colonel Do Sy Dung.

The authorities also note that people, before going to the ward police to register and issue vehicle license plates, need to fully fulfill their tax obligations, and at the same time prepare complete documents so that the procedures can be carried out smoothly and quickly.
