On the morning of September 23, Hong Chau ward, Hung Yen province organized a conference to publicly announce the 1/2,000 scale zoning plan for re-establishing the old Pho Hien trading port at the Hong Chau ward Central Cultural House.
At the conference, Mr. Tran Quang Trien - Director of Hung Yen Provincial Department of Construction announced the 1/2,000 scale zoning plan for re-establishing the old Pho Hien trading port.
The project aims to concretize the Hung Yen Provincial Plan for the period 2021-2030, vision to 2050 approved by the Prime Minister in Decision No. 489/QD-TTg dated June 10, 2024 and the Project to adjust the General Plan of Hung Yen city, Hung Yen province to 2035 according to Decision No. 1392/QD-UBND dated June 20, 2025.
According to the plan, the construction and reconstruction of the ancient Pho Hien trading port aims to form a destination, a space of works honoring cultural, historical, commercial, and service values; connecting and promoting the values of the Pho Hien Special National Relic Site.
At the same time, the area is oriented to connect and develop harmoniously and sustainably with other functional spaces of Pho Hien urban area - the central urban area of Hung Yen province.
The project also aims to effectively and sustainably exploit functions suitable to the actual conditions of the Red River alluvial ground area, while ensuring the Government's regulations on flood prevention and control planning and dyke planning of the Red River and Thai Binh River systems.
The space of Pho Hien ancient trading port is oriented to be recreated based on the slogan "First Kinh Ky, second Pho Hien", with images on the wharf and under the boat, harmonious architecture and ecological landscape. The plan mentions the recreation of ancient architectural works, cultural, tourism, and ecological spaces, along with ancient waterway and boat transport systems.
Accordingly, the scope of the 1/2,000 scale zoning plan for rebuilding old Pho Hien trading port has a total natural area of about 1,700ha, belonging to the wards and communes: Pho Hien, Son Nam, Hong Chau and Tan Hung.
The entire area is divided into 4 sub-zones with main features and functions.
Sub-zone I - Phục Hiến Sub-zone has a scale of about 411ha, is a functional space for receiving boats, wharves and a space to recreate the ancient Pho Hien ancient town of Vietnamese people and 12 countries.
Sub-zone II - Festival sub-zone and event center, international conference center with a scale of about 434ha, arranging cultural space, international conference center, square and event center.
Sub-zone III - Tourism service sub-zone with a scale of about 474ha, including commercial space, services, port, riverside open space, entertainment area and Hai Dang island.
Sub-area IV - Ecological green tree sub-area along the Red River with a scale of about 388 ha, is an open space, ecological landscape, garden and camping area.
The public announcement of the project is the basis for agencies, units and people to grasp the planning orientation, and at the same time contribute to implementing the next steps in building and recreating the old Pho Hien trading port space.
