On September 26, information from the People's Committee of Thanh Hoa province said that the unit had just issued a decision to announce an emergency situation regarding the damage to No Thon culvert (at K26+711 on the left dike of Ma River, in Vinh An commune, Vinh Loc district, Thanh Hoa province).
Previously, during the rainy and flood days, this location had a leak in the culvert on the Ma River embankment, creating a deep hole about 70cm in diameter and about 2m deep.
To ensure the safety of people and property, the Chairman of Thanh Hoa Provincial People's Committee assigned Vinh Loc District People's Committee to take warning measures, put up signs warning of construction incidents, divert traffic, and prohibit motor vehicles from running on the dike through the incident area.
Closely monitor the development of construction incidents and promptly report when dangerous situations occur; at the same time, widely announce on mass media so that people know and proactively respond.
Urgently deploy in practice the key protection plan for flood and storm prevention and control of the works that have been built and approved, ensuring absolute safety for the left dike of the Ma River; especially being ready to organize the evacuation and relocation of affected households, agencies and offices when a situation occurs; implement appropriate reinforcement measures to limit the development of incidents to ensure safety for the dike.
Regarding long-term measures, Thanh Hoa Provincial People's Committee assigned the Department of Finance to preside over and coordinate with the Department of Planning and Investment and related units to advise and report to competent authorities for consideration and decision on financial support to handle the damage to No Thon culvert.
