The decision also clearly states that damage to traffic infrastructure at Km115+000 of the Ho Chi Minh road poses a direct threat to the safety of people and vehicles participating in road traffic.
The time of natural disaster situation for the Vietnam Road Administration to review and specifically identify damage to traffic infrastructure belonging to the national highway system and issue an Emergency Construction Order to overcome the consequences of natural disasters is determined from June 1, 2026 to June 30, 2026.
To respond to and overcome the consequences of natural disasters, the Ministry of Construction requests agencies and units, according to their assigned functions and tasks, to be responsible for implementing activities in accordance with regulations on disaster prevention, control, and recovery in the field of roads.
The Vietnam Road Administration and Road Management Zone I are responsible for implementing disaster recovery activities; reviewing and specifically determining the extent of damage to road works caused by natural disasters; identifying repair and recovery solutions and issuing Urgent Construction Orders according to the provisions of law.
After completing the emergency construction to overcome the consequences of natural disasters, the Vietnam Road Administration is responsible for reporting to the Ministry of Construction to serve as a basis for considering the announcement of the termination of the natural disaster emergency situation.
The decision also clearly states that the Director of the Vietnam Road Administration and the Director of Road Management Zone I are responsible to the Minister of Construction for the content of reporting damage and damage to traffic infrastructure at Km115+000 of the Ho Chi Minh Road due to the impact of heavy rains in June 2026.
At the same time, the Director of the Vietnam Road Administration and the Director of Road Management Zone I must immediately organize the overcoming of natural disaster consequences, handling congestion and ensuring traffic for the localized flooded area of Km124+600 - Km128 on the Ho Chi Minh road (the section coinciding with National Highway 2).
The Ministry of Construction assigned the Department of Transport and Traffic Safety to urge and direct agencies and units to implement disaster recovery work for road traffic infrastructure.
