The Resolution stipulates policies to support civil servants and public employees in performing tasks on science, technology, innovation, digital transformation and Project 06.
Accordingly, support policies include: one-time support, monthly support (payed at the same salary, not including social insurance, health insurance) and housing rental support.
In addition, during the working process, the attracted people are also given conditions and priority in planning and appointing leadership and management positions if they meet the requirements and standards; given priority to be sent for training and fostering to improve their professional qualifications and skills; invested in equipment and working means to perform well the assigned tasks.
Regarding the conditions for enjoying the policy, the attracted person must meet the following requirements: have a suitable professional degree; be eligible for recruitment or acceptance according to the provisions of law; for the form of acceptance, the age limit is not more than 50 years old, and for the form of recruitment, it is not more than 35 years old. In particular, the person to be recruited must commit to working in the province for at least 7 years from the date of the recruitment or acceptance decision.
In case of civil servants and public employees working outside the province or at central agencies located in Quang Ninh province, there must be results of assessment and classification of work quality achieving the level of good task completion or higher in the last 3 years up to the time of submitting the application.
For those working full-time in digital transformation (other than the support level according to Decree 179/2025/ND-CP): Civil servants and public employees at the Provincial Party Committee Office, Provincial People's Committee Office, Department of Science and Technology: 3 million VND/month; civil servants at Party agencies, the Fatherland Front, provincial administrative agencies: 2 million VND/month; civil servants at Party agencies, the Fatherland Front, and commune-level People's Committees: 1 million VND/month.
In particular, Quang Ninh will provide financial support to civil servants and public employees sent for postgraduate training (Master's, Doctoral) in majors/specializations in the field of Information Technology (Information Technology, Computer Science, AI, IoT, Big data, Blockchain...) at the Provincial Party Committee Office, Provincial People's Committee Office, Department of Science and Technology, Center for Technology and Information Technology & Center under the Department of Science and Technology, Information Center under the Provincial People's Committee Office.
Support level (one time after graduation): Doctorate: 400 million VND/person, Master's: 200 million VND/person.
If they have been partially supported by the Central Government, they will receive an additional 25% of the corresponding support level. For women or ethnic minorities: Receive 1.5 times the above support level. The effective date is from September 1, 2025 to December 31, 2030. Funding source from the state budget.
