According to the No. 2 Construction Investment Project Management Board, the Ninh Binh - Hai Phong expressway project through the province is 33.3km long, designed with a scale of 4 complete lanes, roadbed width of 24.75m, design speed of 120km/h. The project started in May 2025, expected to be basically completed in 2027 and put into operation from 2028.
The work of completing technical design documents, estimates and construction drawing designs for construction packages is being implemented on schedule. Regarding site clearance, the communes have basically completed the agricultural land with about 206.18 hectares; have handed over 28.2km to the investor for construction, reaching about 85%.
For residential land, localities are counting, publicizing plans, submitting for appraisal and approval, and at the same time building resettlement areas in 7/10 communes where projects pass through. Two new cemeteries are also under construction to serve the relocation of graves. In particular, for compensation and support for agricultural land clearance, localities have paid about 99%.

Packages B.01 (Ninh Co River Overpass), B.02 (Red River Overpass) and B.03 (Tra Ly River Overpass) are under construction, with a total output value of about 220 billion VND.
Vice Chairman of the Provincial People's Committee Lai Van Hoan has requested departments, branches, localities and investors to identify this as a national key project, which needs to closely follow the progress, especially accelerating site clearance for the remaining agricultural land, residential land and other types of land; completing resettlement infrastructure; removing obstacles in construction materials.
Hong Vu Commune People's Committee was assigned to coordinate with Land Fund Development Center No. 2 to propose and implement the construction of a road to the new water plant. Localities continue to mobilize and create consensus among people in the project area.
The Vice Chairman of the Provincial People's Committee also requested departments and branches to coordinate in advising on solving difficulties in the source of filling materials, guiding procedures for land allocation, and granting materials for exploitation to ensure progress. Project enterprises need to proactively work with neighboring provinces and cities to supplement materials; mobilize human resources and machinery to speed up the construction of bridges and roadbeds in sections with clean land, ensuring quality, aesthetics and labor safety.
