The People's Committee of Ninh Binh province has just issued a decision approving the adjustment of the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province. The project implementation period is from 2024 to 2026. Other contents are maintained and implemented according to Decision No. 779/QD-UBND dated September 16, 2024 of the Ninh Binh Provincial People's Committee.
The People's Committee of Ninh Binh province requires the investor of the above project to implement the next steps in accordance with regulations on construction investment management and only be constructed according to the capital allocation schedule, not to incur outstanding debts for basic construction. At the same time, focus highly, speed up the implementation progress, ensure the completion of the project on schedule to soon put it into operation, use, and promote investment efficiency.
Previously, in Decision No. 779/QD-UBND dated September 16, 2024 of Ninh Binh Provincial People's Committee, the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province, was assigned to the Ninh Binh Provincial Traffic Construction Investment Project Management Board as the investor.
The project has a total length of 25.3km; a scale of 4 complete lanes; a design speed of 120km/h. The entire route will have 12 bridges, including 3 overpasses for people and 3 interconnecting intersections. The total investment is VND6,865 billion, including the central budget and the Ninh Binh provincial budget. Implementation period (from 2024 - 2029).
Thus, after adjustment, the implementation time of the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province, will be shortened from 6 years to 3 years.
The project passes through the areas of Yen Khanh and Yen Mo districts (Ninh Binh). The total land use demand of the project is nearly 200 hectares, of which the national highway surface is 0.16 hectares; the provincial road surface is 1.6 hectares; the district and commune roads are 2.6 hectares; the land in the hamlet is 2.1 hectares; the rice land is 14.4 hectares; the aquaculture land is 6.1 hectares and the cemetery land is 1.7 hectares.
Mr. Nguyen Cao Son - Vice Chairman of Ninh Binh Provincial People's Committee said that this is a project of great significance, creating new momentum for the socio-economic development of Ninh Binh province and the Red River Delta provinces.
After completion, the project will combine with the Bai Dinh - Kim Son road along the Day River to form an East - West economic corridor in the North of Ninh Binh province according to the planning of Ninh Binh province for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister.
Ninh Binh province is determined to direct the entire political system to speed up site clearance, completing procedures to select contractors to start the project in April 2025.
Up to now, all progress and work are being planned and under control. With the determination of the direction of the Central Government, the province and especially the desire and support of the people, the project will achieve the desired goals and progress.
