The investment project to build the Ninh Binh - Hai Phong expressway passing through Ninh Binh province (CT.08 expressway) is about 52.9km long (of which, the old Ninh Binh province is 25.3km; the old Nam Dinh is 27.6km).
The route is invested in construction according to highway standards with 4 complete lanes, a roadbed width of 24.5m; a design speed of 120km/h.
Recently, some localities in Ninh Binh province with the CT.08 expressway passing through have actively implemented site clearance (GPMB), compensation, support, resettlement, site handover, creating favorable conditions for contractors to construct.

Mr. Vu Viet Thanh - Vice Chairman of Co Le Commune People's Committee said that the CT.08 expressway passes through Co Le commune with a length of 3.22km and affects 596 households, of which 31 households are affected by residential land.
Up to now, the commune has handed over the entire area of agricultural land and is completing the handover of residential land in resettlement areas to households. Many households have agreed with the compensation and site clearance policy and are building new houses.
In Truc Ninh commune, the CT.08 expressway is 3.3km long, affecting 430 households, including nearly 100 households subject to resettlement. Up to now, the commune has basically completed the site clearance work and handed over 2.68/3.3km on the entire route.
Mr. Tran Van Do - Chairman of Truc Ninh Commune People's Committee said that to serve the land acquisition work, Truc Ninh Commune has planned 5 resettlement areas in favorable locations, near traffic routes so that people can conveniently build houses.
However, in some other localities where CT.08 road passes through, site clearance is still facing difficulties and obstacles, affecting the project's construction progress.
Mr. Nguyen Cao Son - Vice Chairman of Ninh Binh Provincial People's Committee said that some current difficulties and problems are land price calculation, authority to grant resettlement land after implementing 2-level local government, determining the number of people with shared land use rights.

According to Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son, this is a national key traffic project built to create new momentum for the socio-economic development of Ninh Binh province and the Red River Delta provinces.
Therefore, the province has directed localities and units to strengthen coordination to speed up the progress of project site clearance. In particular, it is necessary to review the entire site clearance process, focus on coordinating the counting, implementing the construction of resettlement areas, and selecting qualified contractors for implementation.
Relevant departments and branches focus on removing difficulties and obstacles, guiding localities to implement site clearance work to ensure compliance with regulations.
"The project was shortened by Ninh Binh province from 6 years (2024 - 2029) to 3 years (2024 - 2026), so the province has directed the completion of site clearance this year and the completion of construction in 2026" - Mr. Son said.
Also according to Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son, to achieve the above goal, Ninh Binh Provincial People's Committee has assigned specific tasks to each unit, in which, investors and People's Committees of communes and wards with the CT.08 expressway passing through need to focus resources, shorten time, promote site clearance progress, and prioritize resettlement areas.
The Party Committee Secretary and Chairman of the People's Committee of communes and wards where the road passes through must directly direct, register and commit to the progress of site clearance in writing to the Provincial People's Committee. This will be the basis for evaluating the level of task completion of each leader.
