Today (May 19), the 27 km long section from the end point of the Bac Giang - Lang Son expressway to the IC03 intersection (adjacent to National Highway 4B) belonging to the Huu Nghi - Chi Lang expressway project cannot be opened to traffic as initially planned.
Talking to PV, Mr. Tran Van Chuan, Deputy Director of the Huu Nghi - Chi Lang Project Management Board, said that the reason for the missed appointment was due to land problems at the level crossing and people's service roads.
Because the locality has not handed over this land fund, the contractor cannot construct a closed system of protective fences and corrugated iron railing.

The inability to "close" the fence makes this section not meet sufficient traffic safety conditions to be put into operation.
However, according to the latest information from the project enterprise, the pace at the construction site is still being pushed to the highest level.
This week, construction units will focus manpower and equipment to completely complete all items belonging to the main route of the 27 km section.
Also according to the project enterprise, in the overall project, the overall progress is still maintained positively.
As of mid-May 2026, on a scope of 59.2 km, land has been cleared, and contractors are closely monitoring 131 simultaneous construction fronts with 2,599 personnel and 1,195 machinery and equipment.
The total value implemented to date reached more than 5,758 billion VND, equivalent to 72.43% of the contract value.


Complex construction items are basically completed, typically beam casting work reached 100% (822/822 slabs), drilled piles completed 99.98%, the volume of excavation and foundation filling of road K95 both exceeded 95%.
Regarding disbursement, the state budget capital support for construction (VGF) has reached more than 3,311 billion VND.
The Huu Nghi - Chi Lang border gate expressway project is invested under the public-private partnership (BOT) method with a total investment of 11,808 billion VND, with a total length of nearly 60 km.
In which, the main expressway passing through Lang Son is 43.43 km long and the connecting route of Tan Thanh and Coc Nam border gates is 16.44 km long.
Currently, the biggest obstacle hindering the project's acceleration is still site clearance. The entire route still has 16 households that have not moved houses, 15 households encroaching at the IC01 intersection and 7 locations of slow-moving power grid infrastructure.


Specifically, in the supplementation according to the technical design, the delay in handing over 83 service road locations is the direct cause of the suspension of the construction of the safety fence system.
In parallel with that, the cost problem is also a significant pressure for contractors.
The fluctuation of DO oil and asphalt prices, along with the shortage of stone resources in the locality due to sharing with the Dong Dang - Tra Linh expressway project being implemented, also requires relevant parties to soon have stabilization solutions to ensure the overall progress of the entire project.
