Many inadequacies exist in management and operation
On January 30, the Ho Chi Minh City Department of Construction and related units organized a field inspection of Thuy Van Park (Bai Sau area, belonging to Vung Tau and Tam Thang wards).
Previously, Vung Tau Ward People's Committee had proposed to the Department of Construction to organize a working session to grasp the situation of management, operation, and exploitation of Thuy Van Park - with a total investment of more than 1,000 billion VND - to ensure effective service for people and tourists, especially during the 2026 Lunar New Year.
According to Vung Tau Ward People's Committee, Thuy Van Park currently has many problems in the actual state of exploitation, management, and operation. This is an open coastal tourist park, so when it was basically completed, it welcomed people and tourists, but so far it has not been officially handed over.
The Vung Tau Regional Construction Investment Project Management Board is the investor, but does not have the function of regular operation and maintenance. Vung Tau Ward People's Committee is not the unit assigned to operate assets, so the authority to handle is very limited...
Therefore, currently, the project is gradually degrading and damaged due to weather effects, lack of maintenance...; not ensuring environmental sanitation and especially not exploiting commercial service value and corresponding landscape potential.
Ensuring operation to serve people during Tet
Mr. Vu Hong Thuan - Chairman of Vung Tau Ward People's Committee - said that currently many items of the park are suspended from operation. During the recent temporary operation, there is still a debt of about 1 billion VND for electricity and 200 million VND for water... In addition, the locality has received many feedbacks on the messy situation in the park. Therefore, it is necessary to have a plan to handle it, or assign it to a temporary operating unit for a short time to ensure service for people and tourists during Tet.

The investor also proposed that there should be a solution soon, because the slower it is, the more degraded the project becomes. In addition, the construction unit also expressed concern about the possibility of damage and loss of equipment and items in the park.
After actual inspection and listening to opinions, Mr. Le Ngoc Linh - Deputy Director of the Ho Chi Minh City Department of Construction - proposed 3 groups of tasks that units need to urgently implement in the near future. In the immediate future, the investor needs to complete all items; move towards quickly handing over to the Ho Chi Minh City Technical Infrastructure and Transport Management Center (Center) according to regulations. The Center is responsible for developing management, exploitation, maintenance plans... can consult relevant units to implement and submit to the department leaders before February 3.
In addition, the Center needs to urgently develop a project for lease and exploitation; conduct appraisal and submit it to competent authorities for consideration and approval, and assign the winning bidder to exploit and operate.
Leaders of the Department of Construction also requested units to strengthen cleaning, watering, and maintaining green space in the project during Tet. At the same time, they requested Vung Tau Urban Development and Investment Co., Ltd. to support the spring flower garden in the park with Vung Tau's characteristic colors; maintain the operation of Tam Thang tower during Tet. Request relevant units to pay attention to ensuring security, protecting the project, and ensuring traffic during the 2026 Lunar New Year.
Previously, although Thuy Van Park and the Tam Thang tower highlight project had been completed and operational since September 2025, they have not been officially handed over for operation and exploitation.
Therefore, in the past time, images and opinions reflecting the messy situation of the park invested with more than 1,000 billion VND have appeared. At the same time, the lighting system and fountain of Tam Thang tower are also temporarily suspended from operation in the past time.
