Ho Chi Minh City voters expressed that traffic fines under Decree 168 have been approved by the people and contributed to raising awareness of traffic participation.
However, voters suggested that the Ministry of Construction study and invest synchronously in transport infrastructure. Because currently, many roads across the country are seriously degraded and traffic signs are not guaranteed, making it difficult to comply with the law".

In fact, some roads have degraded as reflected by voters, causing difficulties for people and vehicles to participate, potentially causing traffic insecurity.
Implementing the provisions of the 2024 Road Law and Decree No. 165/ND-CP dated December 26, 2024 of the Government, the Ministry of Construction has organized the handover of national highways (except National Highway 1, Ho Chinh Minh Road) that are assigned to the Provincial People's Committee for management and investment.
Accordingly, currently, in addition to the local road system identified in the planning of provinces/cities, the investment in upgrading and expanding national highways according to the planning in provinces/cities is under the authority of the Provincial People's Committee.
For national highways, in the recent period, the Ministry of Transport (now the Ministry of Construction) has prioritized balancing resources to invest in upgrading and expanding a number of routes in urgent need.
The Ministry coordinates with localities to develop maintenance plans. The Ministry also regularly directs the Vietnam Road Administration and investors to strengthen regular inspection and maintenance work, promptly repairing damage on the route to ensure safe and smooth traffic.
In addition, to improve the effectiveness of ensuring traffic safety and organizing traffic scientifically and reasonably, the Ministry of Construction has directed the Vietnam Road Administration and related units to review and handle shortcomings in the system of signs, traffic lights, road surface painting, etc., closely coordinate with the Traffic Police Department, Traffic Safety Committees, and local Departments of Construction to promptly detect points that cause traffic insecurity and proactively immediately adjust traffic safety works.
The competent authority organizes propaganda and increases the dissemination of laws on road traffic to raise awareness of compliance of traffic participants.
Regarding highways, the country currently has 2,268km. The Ministry of Construction and localities are focusing on directing the acceleration of construction progress of the invested expressway sections to strive to complete the goal of having about 3,000km of expressway nationwide by the end of 2025.
In the coming time, the Ministry of Construction will continue to coordinate with relevant localities and ministries to focus on accelerating investment preparation, prioritizing the allocation of central budget capital and mobilizing non-budgetary resources to soon deploy expressways according to the approved road network plan, striving to complete the goal set by the Resolution of the 13th National Party Congress: "by 2030, strive to have about 5,000km of expressway nationwide".
Thus, up to now, road traffic infrastructure works are increasingly being invested in for synchronous and modern development, and state management of the transport sector is also increasingly being consolidated in the direction of decentralization to local management and investment. In case of deterioration on the routes, voters are requested to specifically report on the routes so that the Government can assign localities to handle them according to their authority.
