Ha Nam voters expressed that National Highway 38 avoiding Hoa Mac town, Duy Tien town has a very heavy traffic volume, the traffic situation on this road is increasingly complicated, people have difficulty traveling, many serious accidents have occurred.
Voters request that competent authorities consider expanding the National Highway 38 bypass to ensure traffic safety for people.
Regarding the above petition of voters, the Ministry of Transport responded as follows:
According to the Road Network Planning, National Highway 38 has a total length of about 96km, with a scale of 2-4 lanes. Currently, National Highway 38 through Ha Nam province (33km long) is basically operating with a scale of 2 lanes, 12m wide, including the section avoiding Hoa Mac town with a large traffic volume, posing a risk of congestion and traffic insecurity.
The Ministry of Transport agrees with the need to study the expansion of National Highway 38, avoiding Hoa Mac town, according to voters' recommendations to meet transportation needs and enhance traffic safety on the route.
Because the Hoa Mac town bypass section is invested in the form of BOT, the toll collection period is expected to be until May 2028, it is expected that in the coming time, based on the remaining toll collection period and the transportation needs of the section, the Ministry of Transport will coordinate with the People's Committee of Ha Nam province to consider early investment in expanding the above bypass section.
It is known that the above BOT route project has a total length of 12.4km, of which the old route is about 4.2km. The total investment of the project is more than 833 billion VND under the BOT form by a consortium of investors including Thang Long Corporation and Traffic Construction Corporation 4.
