The People's Committee of Ha Nam province issued Decision No. 82/2024/QD-UBND regulating the operating hours of environmental sanitation vehicles, vehicles transporting construction materials and loose waste in Ha Nam province. This decision takes effect from January 2025.
Accordingly, the operating time of garbage trucks and material transport vehicles is as follows:
Environmental sanitation vehicles (garbage trucks): are not allowed to operate in urban areas during rush hours.
City location:
Small trucks collect garbage for street cleaning, operating from 6am to 6pm. Specialized vehicles for street sweeping and cleaning, operating from 8:30am to 3:30pm and from 10pm to 6am the following day. Night-time street garbage collection vehicles, operating from 6pm to 6am the following day (applicable on densely populated streets with a lot of garbage generated after 6pm every day).
In the town and district towns, garbage trucks are allowed to operate from 5:00 p.m. to 7:00 a.m. the following day.
Outside urban areas: No operating hours specified.
Construction material truck
In urban areas: People's Committees of districts, towns and cities decide and organize the posting of signs limiting load capacity and operating time in accordance with the actual situation of the locality.
Vehicles transporting loose waste: Not allowed to operate in urban areas during rush hours (morning from 06:30 to 08:00, afternoon from 16:30 to 18:30).
To organize the implementation, the Provincial People's Committee assigned the Department of Transport to coordinate with the Department of Natural Resources and Environment, the Provincial Police, the People's Committees of districts, towns and cities to guide the implementation of this Regulation in the province and monitor, supervise, promptly detect and handle environmental sanitation vehicles, vehicles transporting construction materials and loose waste that violate traffic order, safety and environmental sanitation according to their authority.
Coordinate with the People's Committees of districts, towns and cities on posting signs indicating the operating hours of environmental sanitation vehicles, vehicles carrying construction materials and loose waste on roads under their management authority.
The provincial police monitor and grasp the situation of construction material and waste transportation activities in the province; direct the Traffic Police Department and district-level police to patrol, control and strictly handle environmental sanitation vehicles, vehicles carrying construction materials and waste that violate traffic order, safety and environmental sanitation according to regulations.
The Department of Natural Resources and Environment guides organizations and individuals to implement environmental protection regulations related to transportation activities in the province; provides information and data related to waste transportation activities and coordinates with agencies and functional forces to inspect and handle environmental violations related to environmental sanitation vehicles, vehicles transporting construction materials and loose waste according to regulations.
People's Committees of districts, towns and cities shall organize the management and close supervision of environmental sanitation vehicles, vehicles transporting construction materials and loose waste in the area; organize the dissemination of laws on ensuring order, traffic safety, environmental sanitation in transportation activities and this Regulation to organizations and individuals in the area for information and implementation.
Based on the actual situation of the locality, decide and organize the posting of signs indicating the operating hours of environmental sanitation vehicles, vehicles carrying construction materials, and loose waste on roads managed by the locality.
Directing functional forces to monitor and inspect the transportation activities of environmental sanitation vehicles, vehicles carrying construction materials and loose waste in the area, promptly detecting and strictly handling violations of the law on traffic order and safety, environmental sanitation in the operation of environmental sanitation vehicles, vehicles carrying construction materials and loose waste according to regulations.
Owners of environmental sanitation vehicles, cars carrying construction materials and loose waste
Strictly comply with the provisions of law on ensuring order and safety of road traffic, environmental protection, this Regulation and other relevant provisions of law.
Ensure vehicle conditions and fully equip environmental sanitation vehicles, construction material and waste transport vehicles according to the provisions of the Law on Road Traffic Order and Safety, the Law on Environmental Protection and other relevant legal provisions.
Operate environmental sanitation vehicles and vehicles transporting construction materials and loose waste on the correct route and within the prescribed time; ensure no leakage, spillage, or dispersion causing environmental pollution and be responsible for fixing any problems that may occur during transportation.
