Voters of Hung Yen proposed that the Government direct ministries, branches and localities to promptly implement and prioritize local social housing projects for cadres, civil servants, public employees and workers who have to move to work after merging provinces and cities according to Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee.
After studying, the Ministry of Construction responded as follows:
On May 29, 2025, the National Assembly passed Resolution No. 201/2025/QH15 on piloting a number of specific mechanisms and policies for social housing development (effective from June 1, 2025). Accordingly, the Resolution has stipulated a number of policies to facilitate cadres, civil servants, public employees, and workers to change their workplaces after merging provinces and centrally run cities according to Resolution No. 60-NQ/TW dated April 12, 2025 of the Central Executive Committee, specifically:
Assign the Provincial People's Committee to base on the actual conditions of the locality, specify in detail the cases where there is a house under its ownership but far from the workplace to enjoy social housing support policies.
State agencies, political organizations, socio-political organizations, and public service units are allowed to rent social housing from investors in social housing construction investment projects to arrange for their officials, civil servants, public employees, workers, and laborers to live in.
State agencies, political organizations, and socio-political organizations renting social housing to arrange for their staff, civil servants, and workers to live in shall be allocated to the state budget to rent social housing to subjects entitled to receive salaries from the state budget when there is an estimate approved by competent authorities according to the provisions of the law on the state budget.
The Resolution also stipulates the establishment of a National Housing Fund to invest in the construction of social housing, invest in the construction of technical infrastructure, social infrastructure of social housing construction investment projects, create social housing for rent, housing for cadres, civil servants, public employees, and workers.
On February 27, 2025, the Prime Minister issued Decision No. 444/QD-TTg assigning the target of completing social housing in 2025 and the following years until 2030 for localities to add to the socio-economic development target.
Localities strive to complete the social housing target in 2025 and the following years until 2030, contributing to boosting housing supply, meeting the needs of social policy beneficiaries.
Currently, the Ministry of Construction has submitted to the Prime Minister a draft "Decision on Adjusting the Assignment of targets for completing social housing in 2025 and the following years until 2030 so that localities can add them to the socio-economic development targets", so that localities after the merger can continue to urgently invest in building social housing smoothly.
