Voters petition about the billion-dollar road project in Hanoi that has not been completed for more than 10 years

Hanoi - The Ring Road 2.5 project has been extended for more than 10 years but has not been completed, voters requested the city to give strong direction and speed up the progress.

On November 21, delegates of the Hanoi People's Council (election unit No. 7) met with voters of Thanh Xuan, Khuong Dinh, Phuong Liet wards before the 28th session of the City People's Council.

Regarding large infrastructure projects, many opinions reflected prolonged progress delays, greatly affecting people's lives.

Voters in Phuong Liet ward reported that the construction of the Ring Road 2.5 (Dam Hong - National Highway 1A section) has been taking more than 10 years but has not been completed, causing dust, unsafety, obstructing travel and business operations.

Voters requested the city to direct strongly, speed up progress; increase water irrigation to reduce dust; arrange materials neatly; restore road surfaces in a timely manner, ensuring traffic safety.

Similarly, voters in Thanh Xuan ward reported that Cu Loc street is seriously degraded, the road surface is bumpy, drained poorly, there are no sidewalks and often congested.

Voters proposed to include the project to renovate, expand and renovate the street in the public investment plan; at the same time, synchronize technical infrastructure, lighting and drainage.

Regarding the environment and landscape renovation, voters of Khuong Dinh ward suggested that the city speed up the project to renovate, renovate and rebuild parks on both sides of the To Lich river. People recognize the need for the project, especially when the prolonged heavy pollution seriously affects urban life.

Voters requested close direction to complete the procedures soon, ensure construction progress and apply appropriate wastewater treatment technology; at the same time, build a regular management and maintenance mechanism after the project is completed.

Regarding planning work, voters of Khuong Dinh ward proposed that the city completely resolve the situation of suspended planning at the Ha Dinh park - lake project. The planning has existed for more than 20 years, causing people to limit the repair and renovation of their houses; requesting early adjustment, re- Announcing the planning and clarifying the land use orientation for people to stabilize their lives...

Accepting the opinions and recommendations of voters, on behalf of the City People's Council delegation, delegate Dam Van Huan discussed and clarified the issues raised by voters; at the same time, he said that the delegation will synthesize the opinions and recommendations of voters to report to the Standing Committee of the City People's Council and relevant agencies for consideration and resolution.

In the first quarter of 2026, Ring Road 2.5 section Dam Hong - National Highway 1A will be completed

The project to build the Ring Road 2.5, Dam Hong - National Highway 1A section, is invested in the form of a BT (build - transfer) contract with a length of 1.3km, with a total investment of more than 1,300 billion VND.

The project started in 2014 and was expected to be completed in 2017 but was behind schedule.

In 2020, the project was temporarily suspended when it had only reached about 40% of the workload. The reason is that the contract implementation period has not been extended, and the adjusted feasibility study report has not been approved.

By May 2025, the project was restarted. To date, the total volume of the entire route has reached more than 70%. It is expected that the project will be completed and put into use in the first quarter of 2026.
