Recently, the CT3 Kim Chung social housing project (Tien Loc commune, Hanoi) has attracted great attention when thousands of people line up to submit documents every day. Many people were even present from the previous night to take the first place in the waiting line.

Faced with increased demand, the project investor has announced an adjustment, increasing the number of records resolved each day.
Mr. Nguyen Thanh Trung - Director of the Project Management Board, representative of the handico & Viglacera Investor consortium - said that the unit currently receives and inspects about 50 documents per day. However, in just the first two days, about 2,500 people came to count down, causing the investor to decide to increase the processing capacity of documents from November 25.
Accordingly, from November 25, the number of records resolved per day will increase to 80 sets. By December 1, this number will double to 100 records/day. This solution aims to meet the actual needs of the people and limit the need to extend the acceptance period after January 3, 2026.

The investor said that it has implemented many measures to create maximum convenience for people in the process of making documents, such as: widely announcing on many central to local channels; publicizing the process and instructions for making documents; arranging an automatic digital player system to clearly record the pressing time and deadline; setting up a reception table to check the documents and instruct people to complete. The investor also constantly reviews the reality every day to adjust the working method.
According to the registration with the Hanoi Department of Construction, working hours are from 8:00 - 11:00 and 13:30 - 17:00. However, due to the large number of people coming, the investor has adjusted working hours: in the morning from 8am to 12pm; in the afternoon from 1pm until receiving all of the people's documents.
"Many people told each other that they only collected 3,000 records, causing them anxiety and having to queue all night. However, the investor confirmed that the time to issue the serial number will last from November 17, 2025 to January 3, 2026. People should not queue overnight or divide the number to reserve, because the time to receive the application is long and everyone will be given a number in order, with an appointment for the application submission date" - Mr. Trung said.
In addition, the investor also clearly states a number of mandatory principles for those who submit the application: must present the original citizen identification card when deciding on the number; bring Form 02 to determine the conditions for residence; do not accept authorization to declare the household number (except for biological parents).
The investor consortium has also compiled common problems and proposed solutions. Specifically: many records lack salary statements, photo-salary tables, or online labor contracts signed with foreign companies that cannot be certified. In this case, the investor recommends allowing the enterprise to confirm the contract instead of requiring a medical copy.
Some documents have signatures that do not match the labor contract and the confirmation forms, or the employee receives cash salary but does not have a confirmation from the company. These cases must complete the documents in accordance with regulations.
From another perspective that many people are interested in, the project construction progress is also updated by the investor. Mr. Trung said that the project has reached the 10th floor, expected to be topped out in December and the rough construction will be completed in the fourth quarter of 2025. According to the commitment, the project will hand over the apartment to customers in the fourth quarter of 2026.
The CT3 social housing project in the Kim Chung new urban area is invested by a joint venture of Hanoi Housing Investment and Development Corporation and Viglacera Corporation - JSC. The project has 3 buildings with 9-12 floors.
The total number of apartments is 1,104, of which the number of social housing apartments is 929 apartments. The selling price of apartments in CT3 building (including VAT and maintenance fees) is provisionally VND 18.4 million/m2; the rental price is VND 91,700/m2/month and the purchase price is VND 312,860/m2/month.
