On November 21, the Government Inspectorate issued Notice No. 2898/TB-TTCP, announcing the Inspection Conclusion of projects with difficulties and problems in Ninh Binh province.
In particular, the Government Inspectorate said that the Trang An Eco-tourism Area Infrastructure Construction Project is a large project with many component projects, implemented since 2004, in the difficult socio-economic conditions of Ninh Binh province; the completed project items have been put into operation and use immediately and are still promoting efficiency in practice.
The project has promoted investment efficiency, contributing to strengthening infrastructure to make Trang An Scenic Landscape Complex recognized by UNESCO as a world cultural and natural heritage, making Ninh Binh tourism a spearhead economic sector of the province; one of the national key tourist areas, of international stature.
At the same time, create favorable conditions to attract tourists, promote commercial and service activities, create jobs and increase budget revenue; in line with the project's goals and promote investment efficiency.
However, during the project implementation process, there are still limitations, shortcomings, and violations such as overlapping and lack of synchronization in the planning and approval of planning types; detailed planning that is not in accordance with the overall planning; the implementation of planning must be adjusted many times, affecting the progress of project implementation and related component projects.
The project belongs to group A but was not submitted to the People's Council for discussion and decision, and was not submitted to the Ministry of specialized management to organize the appraisal of the basic design for adjustment.
When deciding to adjust the project to increase capital, the Provincial People's Committee determined that the entire capital source for project implementation provided by the Central Budget was not well-founded, did not ensure adequate capital balance to implement the project... leading to the project currently facing many difficulties and problems in planning, capital sources, site clearance work... and could not be completed on time even though the implementation has been extended.
The Government Inspectorate said that the responsibility for limitations, shortcomings, and violations in the project belongs primarily to relevant collectives and individuals in approving, managing, and organizing the implementation of the project, including the Provincial People's Committee, leaders of the Provincial People's Committee, advisory departments, relevant units, and individuals, and Investors through the periods, and needs to be reviewed and clarified to take remedial measures, reviewed, and responsibilities handled in accordance with regulations.
The conclusion notice of the Government Inspectorate also stated that in Document No. 79/BC-UBND dated September 17, 2025, the People's Committee of Ninh Binh province reported that the Investor had reviewed the project documents for project items, reported on the plan to overcome and adjust to reduce the calculation volumes in the estimate (due to errors in volume and unit price) with a total amount of VND 100.075.37 million.
On September 18, 2025, the Department of Tourism issued Decision No. 137/QD-SDL on adjusting the estimate of construction items in the Trang An Eco-tourism Area Infrastructure Construction Project (adjusting the estimate down to VND 100.075.37 million).
