Enforcing a household to build a bridge costing 850 billion VND

The government will forcibly reclaim land from a household that refuses to hand over land for the construction of Tra Khuc 3 Bridge, one of the key projects of Quang Ngai province.

Mr. Pham Xuan Vinh - Chairman of Son Tinh District People's Committee has just signed a Decision to apply compulsory land recovery measures against Mr. Huynh Ngoc Khanh (representative of the heirs of Mrs. Nguyen Thi Lien's household), belonging to land plot No. 49, area over 1,000m², residing in Tinh Ha commune. The time for compulsory implementation is no later than February 28, 2025.

Previously, Lao Dong Newspaper reported that although this project is in the finishing stage, Mr. Huynh Ngoc Khanh's household has not yet handed over the site, located within the construction area of ​​the road leading to Tra Khuc 3 Bridge. The reason Mr. Huynh Ngoc Khanh's household has not handed over the site is because of errors in the process of compensation and site clearance.

Son Tinh District People's Committee decided to compensate, support and resettle Mr. Huynh Ngoc Khanh with a total compensation and support value of over 1.6 billion VND and was allocated 3 resettlement plots with a total area of ​​550m². After many times of inviting to receive money and mobilizing, by April 3, 2024, Mr. Huynh Ngoc Khanh had received compensation, support and resettlement of over 1.6 billion VND.

However, after reviewing, the People's Committee of Son Tinh district found that the re-determination of the residential land area for the above land plot did not comply with the provisions of law. Therefore, it requested Mr. Huynh Ngoc Khanh to return the amount of over 1.6 billion VND received to the Management Board of Construction Investment Projects and Land Fund Development of the district to return to the investor.

To carry out the refund, the District Land Fund Development and Investment Project Management Board issued two notices, requesting Mr. Huynh Ngoc Khanh to return the amount of over 1.6 billion VND. However, both times Mr. Huynh Ngoc Khanh did not come to return the amount he had received, so the preparation of the adjusted compensation plan encountered obstacles...

The Tra Khuc 3 Bridge project has a total length of 2.55km, of which the bridge is more than 708m long and the approach road is more than 1.8km long, with a total investment of 850 billion VND. Of which, the central budget is 525 billion VND, the rest is the provincial budget, the implementation period is from 2022 to 2025. The construction progress of the Tra Khuc 3 Bridge project to date has reached about 87%.
