Participating in the enforcement plan are related forces such as the People's Procuracy of Region 5, People's Court of Region 5, Civil Judgment Enforcement Department of Region 5, Medical forces, civil servants of departments, branches, unions of Ha Nam Ward, security forces of Ha Nam Ward, Police of neighboring wards and officers and soldiers of the Provincial Police Department.
It is known that the Nam Cao University Urban Area Construction Investment Project has a scale of 386 hectares, including 203 hectares of agricultural land of 1,610 households in Ha Nam ward.
As of early October 2025, there are still 25 households and individuals who have not received compensation, support and handed over the site. On October 1, 2025, the People's Committee of Ha Nam Ward issued decisions on compulsory land recovery for 25 households, with implementation time starting from 8:00 a.m. on October 10, 2025.
The notices and decisions on land recovery and enforcement have been assigned by the People's Committee of Ha Nam Ward to the above 25 households in accordance with regulations on procedures.
As of October 9, 18/25 households have received compensation, support and handed over land without having to organize enforcement.
By October 10, the authorities had executed decisions on compulsory recovery and land recovery for the remaining 7 households in accordance with regulations, procedures and order.
The process of land enforcement and recovery took place in absolute safety, ensuring the correct purpose and requirements of the plan.
This is a strong, necessary measure and ensures strict legality in the context of Ninh Binh province continuing to speed up the progress of land acquisition and site clearance to serve the construction of key projects, which is expected to create a great boost in socio-economic development for the province.
