On the afternoon of May 27, the Military Command of Hai Phong City informed: At 7:47 am on May 27, the Military Command of the city received a report from Bach Long Vi Border Guard Station stating: The Border Guard Station received information from Mr. Pham Van Minh (born in 1986, hamlet 3, Bach Long Vi special zone) about: fishing boat HP-90666-TS, captained by Mr. Le Ngoc Nam (born in 1984, in Tien Trang commune, Thanh Hoa province), departing from Mat Rong fishing port at 11:30 am on May 26 to Bach Long Vi island. There were 11 people on board. In addition, the ship also carried 5 bricks, 10 tons of cement and various food items.

It was expected that ship HP-90666-TS would arrive at Bach Long Vi port at about 10 pm on May 26, but by 5:19 pm on the same day, the ship had lost connection and could not be contacted. The location of loss of connection with ship HP-90666-TS is 18 nautical miles southeast of Long Chau Island, about 26 nautical miles west of Bach Long Vi Island, suspected of being in distress.

Immediately after receiving the news, the City Military Command directed the City Border Guard Command to notify coordinating units and civilian vehicles operating near the suspected shipwreck area to verify and support search and rescue. Directed Cat Ba Border Guard Station, Bach Long Vi and Naval Flotilla 2 to mobilize forces and vehicles to the scene; The Bach Long Vi Special Military Zone Command advised the Bach Long Vi Civil Defense Command to mobilize forces and vehicles operating near the suspected shipwreck area for search and rescue. The City Military Command also urgently coordinated and cooperated with the Maritime Search and Rescue Coordination Center Region 1, Naval Region 1 Command, Coast Guard Region 1, and Naval Flotilla 38 to mobilize forces and vehicles to participate in search and rescue.

Upon receiving the report, Hai Phong City Party Secretary Le Ngoc Chau directed an emergency meeting to synchronously deploy measures to the city's functional forces; urgently coordinate with agencies of central ministries and sectors to urgently deploy measures to search for and rescue victims.

The drastic and synchronous involvement of city leaders, functional forces and fishermen around the area, as of 1:45 PM on May 27, functional forces successfully rescued 11/11 people in distress from ship HP 90666-TS.
