Da Bac is a poor mountainous district of Hoa Binh province, with difficult transportation, mainly hills and steep slopes, with 13/17 communes and towns in extremely difficult areas, with the proportion of ethnic minorities accounting for 89.72%. The locality has 5 ethnic groups living together: Tay, Muong, Dao, Kinh, Thai. The ethnic groups live closely, blend, unite and unite to help each other, creating a rich character.
In recent years, the socio-economic situation of ethnic minority and mountainous areas of Hoa Binh province in general and Da Bac district in particular has been given attention for development, infrastructure has been significantly improved, and the material and spiritual life of the people has been constantly improved.
The security, political situation, and social order and safety in the area remain stable. The ideology of cadres and people, especially ethnic minorities, absolutely trust the Party and State's guidelines and policies, especially ethnic policies.
Mr. Luong Van Thi - Chairman of Da Bac District People's Committee - said that every year, Party committees and authorities at all levels include ethnic affairs in their programs and plans to direct the effective implementation of ethnic policies; at the same time, promote propaganda and mobilize people to implement the Party and State's guidelines and policies and patriotic emulation movements in the locality.
Through the implementation of ethnic work and ethnic policies, Da Bac district has created a change in the awareness of individuals and organizations about the role and position of ethnic work in ethnic minority and mountainous areas. Helping the Party Committee and the government promptly direct the effective implementation of the Party's guidelines, policies and laws of the State on socio-economic development, caring for the lives of the people in general and ethnic minorities in particular, contributing to the successful implementation of local political tasks.
Mobilize people to actively participate in implementing the National Target Program on New Rural Development with the goal of comprehensive rural development. By 2024, the whole district has undergone 14 years of implementing new rural development and has achieved remarkable results, the appearance of the countryside has been renewed, and people's lives have been improved.
Up to now, 100% of communes have car roads to the commune center; 100% of communes and towns have medical stations, of which 15/17 commune medical stations meet national standards; 29/47 schools meet national standards, reaching a rate of 61.7%, 596/655 classrooms are solid, reaching a rate of 90.7%; 99.9% of households have access to electricity; 90% of rural households have access to clean water.
Under the attention and direction of the Party and State on policies for ethnic minorities, the consensus of ethnic people, along with the help and management of authorities at all levels, Da Bac district has effectively implemented programs and projects, directly supported policies for people, making the rural appearance of ethnic minority areas change significantly after 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities of Da Bac district, 2019.
