This rest stop has a total land use area of 9.84ha, of which the land for building the rest stop is 7.12ha. The project has a total investment of more than 176 billion VND, and was approved for investment policy by Quang Ninh province in May 2025 and is undergoing bidding procedures to select investors in the first quarter of 2026.
According to the plan, on the Hai Phong - Ha Long - Van Don - Mong Cai expressway, about 176km long of Quang Ninh, there are 3 rest stops.
In which, the first rest stop in Thong Nhat commune, former Ha Long city is being built.
This stopover includes: 5,566m2 for parking; more than 7,200m2 for building works; more than 23,000m2 is land for greenery and landscape.
The land use term is 50 years, calculated from the date of the decision recognizing the results of winning the auction of land use rights for the above land area.
The 3rd rest stop has a scale of 14.17 ha at Km80 belonging to Van Don Special Zone.
Quang Ninh inaugurated and put into use the 3rd expressway - Van Don - Mong Cai expressway - on September 1, 2022, making this province the locality with the longest expressway axis in the country, with about 176km.
However, since then, no rest stops have been built on this expressway axis.
