Difficult to finish on time
After many months of temporary operation of some essential items, the rest stop on the North - South expressway in the East through Ha Tinh has not yet been completed synchronously as planned, although this is an important infrastructure serving people and is a condition for deploying expressway toll collection in the near future.
At the Km534+310 rest stop on the Ham Nghi - Vung Ang expressway, in Cam Hung commune, temporary operations have been deployed since the end of December 2025. Currently, this area has refueling stations, parking lots, toilets and food services, serving hundreds of vehicles every day.

However, records in early June 2026 show that many important items are still under construction. Projects such as restaurants, accommodation areas, water supply systems and waste treatment areas are not completed, while the completion milestone of the entire project is expected to be approaching.
According to the investor, Xuan Khiem Group Joint Stock Company, the construction process encountered many difficulties due to fluctuations in fuel and construction material prices, a shortage of human resources, and prolonged hot weather affecting the progress. However, the unit said that it is still focusing manpower and equipment to accelerate construction and soon put the entire project into operation.

Not only the rest stop in Cam Hung commune, the remaining rest stop at Km478+200 on the Dien Chau - Bai Vot expressway, belonging to Duc Quang commune, also cannot be put into synchronous operation.
The project is still completing many important items such as gas stations, parking areas, dining and rest service areas, toilets and internal traffic systems.
Important conditions for toll collection
The Vietnam Road Administration has issued a telegram requesting investors to urgently accelerate the implementation of rest stop projects on the North-South Expressway in the East.
According to management agencies, to date, only 15 out of a total of 21 rest stops on the entire route have put into operation part of essential services. The remaining six stations are still not qualified to serve people and vehicles.
The Vietnam Road Administration believes that the reason for the slow progress is not only due to objective factors but also related to the lack of decisiveness of some investors. Some projects are still slow to complete procedures, organize construction at a snail's pace, or have not fully mobilized resources as committed.

This agency emphasized that the completion of rest stops not only meets the needs of resting, refueling and using services of traffic participants, but is also one of the important conditions for deploying toll collection for expressways invested by the State.
Therefore, investors are required to seriously implement contract commitments, increase human resources, machinery, materials, supplement construction teams and organize overtime and shift work when weather conditions are favorable to ensure project completion on schedule according to the direction of the Government and the Ministry of Construction.

The North - South expressway in the East through Ha Tinh is more than 107km long, including the sections Dien Chau - Bai Vot, Bai Vot - Ham Nghi, Ham Nghi - Vung Ang and Vung Ang - Bung. Two rest stops are arranged on the entire route at Km478+200 and Km534+310.
In the context of increasing traffic volume on the expressway, rest stops are not only a stopover but also an important link in the traffic safety assurance system, providing essential services such as fuel replenishment, electric vehicle charging, food, hygiene and technical support for road users.
