In recent times, many good practices have been implemented to promote the effectiveness of drug prevention and control in ethnic minority and mountainous areas.

Ensuring a smooth mechanism from the central to the grassroots

In the past time, many specific activities have been organized to improve the effectiveness of drug prevention and control, responding to the Drug Prevention and Control Action Month (PCMT) in 2025 through strengthening direction, coordination and diversification of propaganda.

The success of a campaign always comes from close leadership and management. According to information from the Ministry of Ethnic Minorities and Religions (MOR), immediately after receiving Official Letter No. 4685/VPCP-KGVX dated May 27, 2025 from the Government Office on the implementation of the PCMT Action Month, the ministry quickly demonstrated its pioneering role, issued Official Letter No. 885/BDTTG-TTCTDTTG on June 13, 2025, promptly sent to the DTTG Departments; the Department of Home Affairs has a DTTG board or a religious department of provinces and centrally run cities and the Departments and units under the Ministry.

In particular, specifically direct the organization and implementation of activities in response to the " PCMT Action Month 2025" in ethnic minority and mountainous areas (DTTSMN).

Especially at the local level, ethnic work agencies of provinces and cities have promoted their proactive role, actively advising the People's Committees of provinces and cities to issue plans and direct the implementation of response activities in a synchronous manner.

The close coordination mechanism, ensuring smoothness from the central to the grassroots level, is creating a solid foundation for the implementation of the goals set out in the PCMT Action Month in 2025.

Diverse and extensive communication

A clear highlight is that during the Action Month, propaganda activities are implemented in a diverse and extensive manner. Not only thoroughly informed all civil servants, public employees, and workers about the implementation of the PCMT Action Month at their agencies and units, the content of PCMT propaganda is effectively integrated into training courses and seminars on ethnic work.

Training institutions under the Ministry of Culture, Sports and Tourism have also actively responded and participated in the PCMT Action Month. The Ethnic Culture Academy and Schools under the Ministry of Culture, Sports and Tourism also take advantage of online platforms such as the school's website and Fanpage for propaganda.

In addition, many direct propaganda activities have been organized for cadres, teachers, union members, students, focusing on emphasizing the consequences and harms of drugs, especially synthetic drugs and drugs disguised as foods such as candy, drinks, herbs, electronic cigarettes.

Mass information channels are also being exploited effectively. The Ministry's information and press units have increased the time and frequency of information and propaganda about PCMT, especially the provisions of the 2021 PCMT Law; developed and published many documents and materials to convey meaningful messages, as well as introduced good people and good deeds in PCMT work in the DTTSMN region.

Along with flexibly implementing propaganda work, in line with local characteristics, the work of grasping the implementation of PCMT in localities has also been strengthened in ethnic minority areas. Ethnic work agencies of provinces and cities proactively coordinate with relevant departments and branches to advise the Provincial People's Committee to issue documents directing the strengthening of propaganda work.

The diversity of forms of propaganda has also been effectively implemented such as propagating the law on PCMT on loudspeakers of communes and districts in residential areas with a large number of ethnic minorities, distributing leaflets, hanging banners and billboards on the roads.

Notably, the propaganda content does not stop at warning about the harmful effects of drugs but also encourages ethnic minorities not to plant trees containing drugs, raise awareness of the consequences and harmful effects of drugs combined with the implementation of projects and programs for socio-economic development, crop and livestock conversion.

Mobilizing people to actively participate in denouncing crimes

In particular, the mobilization of ethnic minorities to actively participate in denouncing drug crimes, promptly detecting and notifying the police and not letting bad guys take advantage of and incite people, ensuring security and order in the ethnic minority area has been promoted.

It can be seen most clearly that conferences on disseminating legal education on PCMT are also organized by prestigious people and ethnic minorities. For example, in Phu Tho province, there were 4 propaganda conferences on prevention and combat of human trafficking, PCMT was held in Yen Lap, Thanh Son with 420 participants. The province also printed and distributed 2,000 leaflets with propaganda content on crime prevention and control, drug abuse in communes in the ethnic minority region.

The old Hoa Binh province also organized 11 classes with 694 students who are Party cell secretaries, village and hamlet heads; heads and deputy heads of hamlet organizations and representatives of households in many areas such as Lac Son, Kim Boi, Luong Son, Da Bac.

In Thanh Hoa province, 3 conferences on disseminating legal education were held in the DTTSMB area, border areas for 575 delegates who are cadres, civil servants at the commune, village, and hamlet levels, prestigious people and people.

At the same time, the coordination of departments, branches and sectors in implementing the work of PCMT in the DTTSMN area has also been strengthened, including activities such as drug rehabilitation; preferential policies, attracting businesses to create jobs for people after drug rehabilitation; supporting vocational training, introducing jobs to help people after drug rehabilitation reintegrate into the community; minimizing the rate of relapse.

The websites of the Department of Information and Communications of localities also increased reporting, articles, photos, and reports on departments and PCMT, to provide useful information and raise awareness. Promoting the role of village elders and village chiefs

Continuing to promote the results achieved in the past, the Ministry of Information and Communications has set out many key tasks for the coming time.

First of all, it will continue to direct the documents, Directives, Resolutions of the Government, the Ministry of Public Security, the Ministry of Health and the Steering Committee for HIV/AIDS prevention and control, drugs, prostitution, drug crimes, especially Directive No. 36-CT/TW dated August 16, 2019 of the Politburo (12-Dury) on strengthening and improving the effectiveness of drug prevention, control and control, and the Law on PCMT in 2021.

At the same time, continue to guide ethnic work agencies of provinces and cities to coordinate with functional units to do a good job of propaganda, improving the effectiveness of PCMT in accordance with the current situation.

Propaganda work on PCMT will continue to be innovated, focusing more on those who are susceptible to drug and prostitution evils, as well as paying attention to propaganda and education for the younger generation, students to raise awareness and awareness of PCMT and social evils.

In addition, another important task is to mobilize the entire population to participate in mobilizing drug addicts to quit drug addiction, managing and helping addicts after drug addiction treatment, and victims of human trafficking to reintegrate into the community. Assign volunteers to increase propaganda access for families of drug addicts and people at risk of drug addiction.

Continuing to promote the role of village elders, village chiefs, and prestigious people among ethnic minorities in the prevention and control of HIV/AIDS, drugs, prostitution, drug crimes, and human trafficking in each village, hamlet, hamlet, and residential community is a key factor for this work to achieve sustainable results.

The above efforts demonstrate high determination in building a drug-free community, especially in ethnic minority areas, where PCMT work still faces many difficulties and challenges.
