Da Nang City People's Committee has just issued Decision No. 32/2026/QD-UBND regulating the evaluation and classification of quality according to work efficiency for cadres, civil servants, and public employees at agencies, units, and localities under the city's management.

According to regulations, the assessment is carried out on a 100-point scale, including two main groups of criteria.
In which, the group of general criteria accounts for a maximum of 30 points, focusing on political qualities, ethics, discipline; professional capacity, sense of responsibility; attitude of serving people and businesses; coordination ability and innovation and creativity in performing official duties.
The group of criteria for task performance results accounts for a maximum of 70 points, directly evaluating work efficiency through the quantity, progress and quality of assigned tasks and products.
Heads of agencies and units can supplement specific criteria suitable to reality, but not exceed the total score of the general criteria group.
For civil servants and public employees who do not hold leadership positions, the assessment is based on the rate of work completion compared to the assigned tasks in the period, considering three factors: quantity, progress and quality.
For cadres, civil servants, and public employees holding leadership and management positions, in addition to the above criteria, it is also necessary to further assess the operating results of the unit, the ability to organize and perform tasks, as well as the capacity to build and maintain internal solidarity. This is a new point to clarify the responsibility of the head in management and administration.
Cadres, civil servants, and public employees are ranked monthly according to 4 levels: "Excellent completion of tasks", "Good completion of tasks", "Completion of tasks" and "Not completing tasks".
In which, the "Excellent completion of tasks" level requires achieving 90 points or higher, completing 100% of tasks, having at least 30% of work exceeding requirements and belonging to the group of 20% with the highest scores in agencies and units.
The "Good completion of tasks" level applies to cases of achieving 70 to below 90 points and completing the assigned tasks fully.
Cases achieving 50 to below 70 points are classified as "Completed tasks", but there are still certain limitations. Cases below 50 points, or violations of discipline, with serious violations, will be classified as "Not completing tasks".
Monthly evaluation results will be the basis for quarterly and annual evaluation and classification. Quarterly and annual evaluation scores are calculated based on the average score of months in the period, combined with additional criteria according to current regulations.
For long-term classification, in addition to scores, the number of months reaching excellent level, good completion level or failure to complete tasks is also considered. In case of not participating in the monthly assessment (without legitimate reasons), points will be deducted when considering quarterly and annual results.
The decision takes effect from April 23, 2026.
