On December 11, at the 5th session of the 10th Da Nang City People's Council, Mr. Tran Phuoc Son - Permanent Vice Chairman of the Da Nang City People's Council presented a summary of the issues at the group discussion session of the 15th session of the 10th Da Nang City People's Council.
According to Mr. Son, at the discussion session, the group had 48 comments, focusing on clarifying the socio-economic situation, national defense - security in 2025 and key tasks in 2026, along with projects and reports submitted at the session.

According to the summary of opinions, the majority of delegates agreed with the results achieved in 2025. However, to achieve GRDP growth of 11% or more in 2026, the city needs stronger, more fundamental solutions.
In the economic - budget sector, delegates proposed to continue improving the investment environment, supporting small and medium enterprises, and completely handling problems after inspection and examination. The city needs to proactively prepare clean land funds and infrastructure to attract strategic investors, financial - technology corporations, FDI enterprises; perfect the Free Trade Zone model, effectively operate the International Financial Center.
For tourism - trade, the delegate said that the city needs to complete projects to mobilize, develop logistics, increase domestic and foreign promotion, and build a safe and civilized tourism environment.
Regarding industry - high technology, delegates proposed to focus on completing the infrastructure of the concentrated IT park, Software Park No. 2 and promoting the attraction of businesses in the fields of semiconductors, AI, and digital technology.
Regarding the land price list submitted to the meeting, the delegate said that issuing it early is necessary but must be cautious so as not to affect production and business activities, people's lives and investment attraction.
In the urban sector, delegates proposed reviewing the planning between the two localities before the merger; effectively managing and using surplus headquarters; speeding up the approval of detailed planning for key projects; investment in civil institutions.
In the field of natural disaster prevention, delegates proposed reviewing the implementation of the "4 on-site" motto, in line with the two-level government model; promptly overcoming the consequences of floods; preparing for the Winter-Spring crop.
Key medical projects are assessed to be behind schedule and have not met the needs of medical examination and treatment. The delegate proposed upgrading the hospital in an in-depth direction, developing regional hospitals; improving the capacity of grassroots health care, preventive medicine; having appropriate treatment policies for medical staff in mountainous areas.
Regarding the arrangement of mountainous residents, delegates proposed a master plan associated with natural disaster prevention and climate change; development of medicinal plants; preservation of tangible and intangible culture associated with tourism; early issuance of land use right certificates for heritages.
In the field of education, many opinions suggest determining land funds for education; investing in large-scale inter-level schools; effectively operating inter-level schools in mountainous areas; solving the shortage of teachers, especially English teachers; improving the capacity of the education management team of wards and communes.
Delegates suggested urgently reviewing and handling shortcomings in the operation of the apparatus; be cautious when considering the establishment of a one-level Public Administration Center to avoid lack of synchronization.
Delegates focused on giving comments on the resolution on decentralization of revenue sources - expenditure tasks; budget allocation ratio; regular expenditure allocation criteria. Many opinions suggested stronger decentralization to localities, expected to be implemented from 2026 and continue to adjust according to reality.
