This is the first change in policy for Da Nang City to implement a series of solutions, striving to achieve the double-digit growth target under the direction of the Prime Minister. In particular, Da Nang will strive to synchronously deploy solutions to increase budget revenue. The City People's Council at a thematic meeting at the end of February has just passed a Resolution to adjust the 2025 budget revenue target to more than VND 30,000 billion. One of the focuses is to effectively exploit land revenue.
According to the Resolution, revenue from land is expected to reach over VND 4,500 billion. The city's Department of Natural Resources and Environment is developing a plan, focusing on land auctions for large projects, subdivision of land, land lease, land allocation and land use purpose conversion. In particular, the city will speed up the implementation of Conclusion 77 of the Politburo, remove obstacles for projects and land, focusing on 4 major coastal projects.
Da Nang also set a target of import-export revenue exceeding the minimum level assigned by the Central Government of 10%. Speaking to the press, Director of the Da Nang City Customs Department, Mr. Bui Tuan Hai, said that the unit will have to collect an additional VND 336 billion compared to last year. The Customs sector is restructuring the apparatus, and at the same time expects Lien Chieu seaport to be put into operation and the Free Trade Zone to be implemented, creating momentum to attract businesses to invest.
The Da Nang City Tax Department also plays an important role in increasing domestic revenue. Mr. Pham Duc Thuong - Director of the Tax Department - said that the unit will continue to promote the implementation of electronic invoices, strictly manage revenue from sectors such as gasoline, real estate, food and beverage services, accommodation, transportation, gold and silver trading, and medical drugs. At the same time, the city needs to promote investment attraction and create new sources of income.
Da Nang City Party Secretary - Mr. Nguyen Van Quang - affirmed that the city must be self-reliant, not rely on the central budget, and at the same time save 10% as required by the Government. The city needs to increase revenue for development investment, support production and business enterprises, and promote specific mechanisms to attract investors. The City People's Committee needs to review backlog projects, put into use completed projects, and focus on collecting service tax, electronic management, and replicating electronic invoice solutions.
With synchronous and drastic solutions, Da Nang is demonstrating its high determination to complete the economic growth target and budget revenue in 2025.
