There is a factory but cannot be expanded
In 2019, Saigon Real Estate One Member Limited Liability Company leased more than 1ha of land in Hoa Cam Industrial Park, completed investment and put the project into use, but has not yet been granted a certificate of land use rights. Therefore, the enterprise is only allowed to lease land annually, cannot use assets on land to borrow capital and does not dare to expand investment.
In the Chu Lai Open Economic Zone, it is expected to attract 800 million USD of new capital in 2026, aiming for 5 billion USD in the 2026-2030 period. This economic zone currently has 265 projects, with a total registered capital of more than 165,000 billion VND. Many investors hope Da Nang will accelerate compensation, site clearance, and create a clean land fund to attract investment.
Mr. Nguyen Dinh Ha - Chairman of the Board of Directors of An An Hoa Industrial and Urban Zone Joint Stock Company - said that the city needs to be more drastic in compensation and site clearance at industrial parks to meet the needs of domestic and foreign investors. Along with creating a clean land fund, industrial land prices need to be reasonable, stable, and competitive enough to attract large-scale, high-tech, and environmentally friendly projects.
Da Nang currently has more than 10,500ha of industrial parks and functional areas, but there are still many bottlenecks: Businesses with capital have to wait for land, planned land has not completed procedures, investment infrastructure has not been fully exploited.
Tam Hiep port industrial and logistics zone is a typical example of the situation where infrastructure has been basically completed but cannot be fully exploited. The project has been implemented since 2002, with a scale of about 417ha, total implemented capital of more than 775 billion VND. To date, about 363ha has completed site clearance, along with transportation, electricity supply, water supply, drainage and wastewater treatment systems.
This industrial park has attracted 41 secondary projects, including 38 domestic projects and 3 foreign-invested projects, with a total registered capital of about 10,884 billion VND. The leased land area reached more than 252ha, with a occupancy rate of nearly 74%.
However, the project still has 53.9ha entangled in site clearance and more than 55.1ha has not been determined or approved for specific land prices, causing investors to not be able to complete financial obligations, affecting land procedures of secondary businesses.
Removing infrastructure bottlenecks to unlock capital flows
At a recent actual inspection of Tam Hiep Port Industrial and Logistics Zone, Vice Chairman of Da Nang City People's Committee Phan Thai Binh requested the investor to focus on accelerating site clearance for the remaining area. The Department of Agriculture and Environment is assigned to preside over and coordinate with the Department of Finance and related units to urgently determine and submit for approval the specific land price for 55.1ha.
According to Mr. Nguyen Minh Nam - Deputy Director of Da Nang City Land Fund Development Center, the pressure of site clearance in Da Nang in 2026 is very high.
The city must implement compensation and site clearance for 404 projects with nearly 47,000 dossiers. This very large volume is divided into three groups including key projects of the city, economic development projects of large enterprises and large projects in localities to focus on removing obstacles.
Along with that, the Management Board of the High-Tech Park and Industrial Parks has completed the digitization of infrastructure data, the current terrain of the High-Tech Park using BIM construction information model technology, virtual reality and integration into the geographic information system GIS.
