Lack of materials, increased prices, project congestion
From mid-2025, a series of key projects in Da Nang are at risk of being behind schedule due to scarcity of construction materials (VLXD), especially sand, gravel and commercial concrete. Many concrete suppliers in the area have announced that they will stop supplying or increase prices sharply due to lack of input sand.
According to the Management Board of Investment and Construction of Traffic and Agricultural Works of Da Nang City, units such as Viet Han Company - Quang Nam Branch and Phuoc Yen Company have announced the temporary suspension of concrete supply. Vinaconex 25 Company increased the price by VND 120,000/m3, while Sy Kien Manh Company (Song Han concrete station) only prioritized large customers and increased the price by 20-30%.

Construction sand prices have skyrocketed, from 300,000 VND/m3 to nearly 700,000 VND/m3 in just a few weeks.
The decrease in supply from old mines in Da Nang and Quang Nam has affected a series of projects, including: Lien Chieu Port, Da Nang Downtown project, Ba Na - Suoi Mo tourist complex, wastewater collection system project in Hoa Xuan, Cam Le areas, Yen River embankment project and Cu De embankment project and other important transport infrastructure projects...
According to statistics from the Department of Agriculture and Rural Development of Da Nang City, there are currently 186 sand and gravel mines planned for exploration and exploitation in the area with a total reserve of more than 47.6 million m3. However, most of them are concentrated in the old Quang Nam province. To date, only 11 mining licenses are still valid, with a capacity of about 121,000 m3/year, the remaining reserve is about 376,000 m3 - too little compared to actual demand.

In Da Nang City (old), there are no construction sand mines, only a few small soil mines and 8 stone mines are operating, all of which will expire in 2025.
Apply a special mechanism to remove obstacles
Faced with the above reality, Da Nang City activated a "special mechanism" according to Resolution 66.4/2025/NQ-CP, issued by the Government on September 21, 2025 to open up supply, reduce procedures, and focus on dynamic projects.
According to Resolution 66.4/2025, the Government allows localities to explore and exploit minerals of groups III and IV as construction materials for public investment projects, PPP projects, emergency works, natural disaster prevention and control, etc. without having to carry out investment policy procedures, without needing a basis for land use planning, without having to change land use purposes (except for national defense and security land).
In particular, these projects are exempted from environmental impact assessment report appraisal, do not require an environmental license or separate environmental registration, helping to shorten the licensing time, reduce pressure on administrative procedures.

Vice Chairman of the City People's Committee. Phan Thai Binh emphasized that Resolution 66.4/2025/NQ-CP has concretized the city's recommendations over the past time: "The Government has allowed localities to be more proactive in licensing, exploiting and managing real estate, helping to reduce dependence and solve the prolonged shortage".
Implementing the Government's direction, Da Nang is urgently auctioning 14 mineral mines for regular construction permits, while also classifying many areas that are not auctioned, to promptly grant exploitation licenses.
Currently, Da Nang has more than 100 surveyed soil, stone, and sand and gravel mines, many of which have large reserves, capable of supplying key projects. The Department of Agriculture and Rural Development is reviewing, classifying and proposing to grant an exploitation license in accordance with the construction progress.
The city also requires communes and wards to review all mines in the area, propose locations with appropriate reserves, near public investment projects to classify mines that are not auctioned, ensuring timely supply of materials.
