On July 26, the People's Committee of Da Nang City announced that it had just issued a Official Dispatch (No. 02/CD-UBND) requesting all levels and sectors to urgently and drastically deploy solutions to contain and suppress the epidemic, minimizing damage caused by the African swine fever epidemic (DTLCP).
The telegram emphasizes the role and responsibility of the leader. Chairmen of People's Committees of communes and wards must be directly responsible to the Chairman of the City People's Committee if the epidemic arises on a large scale due to negligence and subjectivity.
For localities that are experiencing the epidemic, the city requires focusing all resources to completely handle the outbreak. Specifically, it is necessary to immediately establish teams to handle outbreaks, spraying teams for poisoning and disinfection; organize the destruction of all sick pigs, dead pigs and pigs positive for DTLCP virus according to the correct procedure. At the same time, propagate so that people do not sell or throw the pigs into the environment. Temporary checkpoints or mobile inspection teams will be set up to strictly control the transportation of pigs and pig products into and out of the epidemic area.
In areas without epidemics, local authorities are assigned the task of guiding livestock farmers to strengthen biosafety measures, hygiene, and regular livestock disinfection. The city also encourages households to sell healthy pigs that have come in to reduce the total herd, minimizing the risk of damage. The statistics of the total pig herd and the development of detailed response plans ( human resources, funding, destruction locations) must be proactively implemented.
The telegram also assigns specific tasks to departments, branches and sectors. The Department of Agriculture and Environment plays the leading role, coordinating with units to strengthen inspection and supervision from livestock farming, slaughter to transportation. The police and Border Guard will support setting up checkpoints and preventing cases of illegal transportation and trade of pigs of unknown origin. The Department of Finance ensures timely funding for epidemic prevention and control. Media agencies are required to step up propaganda so that people understand correctly, not panic and proactively prevent diseases.
