In order to strengthen discipline and administrative discipline, improve public service efficiency, and better serve people and businesses, the People's Committee of Da Nang City has just issued Directive No. 04/CT-UBND on rectifying discipline and administrative discipline in the area.
According to the City People's Committee, in recent times, administrative reform work in the direction of taking people and businesses as the center has achieved many positive results. However, there is still a situation where some agencies, units and localities, especially at the ward and commune levels, have not seriously and proactively implemented it, leading to delays, avoidance, shirking responsibility, affecting the legitimate rights of people and businesses.
The Chairman of the City People's Committee requested heads of departments, branches, localities and heads of agencies and units to thoroughly grasp the spirit of discipline, integrity, action and service. The reception, processing and circulation of documents must be flexible, on time, with the right content, without machinery, and without causing inconvenience. The coordination between agencies must be clear and effective, with responsibility as the center.
CBCCVC must improve public ethics, strictly comply with legal regulations, properly perform their duties and tasks, not push, advise on quality, and ensure progress. Each job position will be evaluated by specific results through KPI, as a basis for classification, replacing cases that do not meet requirements.
The Directive also clearly states the requirement that 100% of documents and work records must be processed online and have digital signatures. The Department of Home Affairs and the Office of the City People's Committee will strengthen inspection and supervision of implementation, especially in the initial stage of implementing the 2-level local government model.
At the same time, the Department of Home Affairs and relevant agencies are required to continue reviewing and proposing to improve the system of personnel assessment, building an effective public administration model, and improving the satisfaction of people and businesses.
The deadline for implementing the above tasks must be completed before July 20, 2025. The Chairman of the City People's Committee emphasized: This is a mandatory requirement and must be strictly implemented throughout the system.
